1.0. Introduction
NASA Langley Research Center (LaRC) is one of ten NASA Centers and contributes to NASA’s Vision to “Reach for new heights and reveal the unknown for the benefit humankind.” Langley’s mission is “Langley is a research, technology, and development center that provides game changing innovations to enable NASA to make significant contributions to the Nation. We are leaders in systems innovation for expanding air mobility, exploring space, and definitively characterizing the Earth’s changing climate. Our work spans fundamental research to mission development and operations with an eye toward the next generation of cutting edge ideas that provide new capabilities for significantly improved performance or cost”. To accomplish this mission the Center seeks support to provide Administrative, Media and Professional support services to organizations across the Center. Work requirements encompass a broad scope of Center support activities within the three basic areas of administration, media and professional services. The Contractor shall provide all labor, management, equipment, supplies, materials, and resources, not provided by the Government, to perform the requirements of this PWS and any resulting Task Orders (TOs) if issued.
2.0. General Requirements
Services and products required under this contract generally shall be provided from on-site facilities at Langley Research Center and Joint Base Langley/Eustis (JBLE). Contractor personnel may be required to travel to temporary off-site locations within the Continental United States (CONUS) and Overseas (OCONUS) to provide services. The following general requirements apply to all sections of the PWS areas and any issued task orders unless specifically identified:
2.1 The Contractor shall adhere to the latest versions of all applicable guidance identified in Appendix A – Applicable References in the performance of this PWS.
2.2 The Contractor shall develop and maintain all contract deliverables as required in Exhibit B
– Contract Documentation Reporting Requirements.
2.3 The Contractor shall provide all necessary management to ensure the successful performance of the requirements stated in the contract to include but not be limited to, technical and business functions to plan, implement, track, report, and deliver the required products and services described in the PWS and contract. Apprise the Contracting Officer (CO) and Contracting Officer’s Representative (COR) immediately of any issues that could have an adverse impact on successful performance of the contract requirements. Provide financial data and other information to the CO and/or COR as requested in support of data calls and other requests for contract related information. The Contractor shall maintain and notify the Government of any changes to the contract management structure in place to efficiently manage the work including the roles and responsibilities of contract management and team leads and the lines of communication between contract management, any subcontractors, and NASA.
2.4 The Contractor shall schedule and attend Performance Management Reviews (PMRs), at times mutually agreed upon with the CO/COR. The CO, COR, and other Government personnel, as appropriate, will meet periodically with the Contractor to review performance.
PMRs will be held at least semi-annually; however, the Government reserves the right to conduct PMRs more frequently as needed. The Government and the Contractor will work together in advance of the PMR to develop the agenda which will include, but not be limited to, status and feedback on performance standards, overall contract performance, and any significant events that occurred or are forecasted. PMRs are intended to serve as an opportunity for open and frank dialogue on the current status of the contract. The Contractor shall document the meeting and provide the minutes to the CO and COR.
2.5 Hours of Operation: Normal business hours at NASA LaRC are between 6:00 AM and 6:00 PM Monday through Friday, except Federal Holidays. NASA program requirements and organizational needs shall dictate the Contractor’s specific work hours.
2.6 The Contractor shall provide qualified and fully trained personnel to perform the required services. The Contractor shall provide training required for employee development, maintaining existing skills of contractor personnel and ensuring continuity of services in the event of employee absenteeism or turnover. The Contractor shall attend/accomplish all mandatory training required by NASA. The Contractor shall communicate effectively and professionally with management and technical specialists at Langley, other Centers, NASA HQ, other Government agencies, and industry as required. The Contractor shall establish and meet deadlines based on Government priorities and established internal work request procedures when accepting work.
2.7 The Contractor shall monitor and report contract performance metrics, breakout cost by work area, post and track deliverables, and respond to task order requests within the Government-provided Contract Management System (e.g. iSite).
2.8 A limited number of Contractor personnel are required to have a Secret or Top Secret clearance for some work areas (e.g. Technical Information and Library Services, Duplication Facility, Photographic Laboratory, Management Systems Support, and Export Control). The Contractor is responsible for ensuring only cleared personnel work on those assigned tasks in accordance with the contract. Further information is identified within the DD Form 254.
2.9 The Contractor shall handle, transmit and protect files that contain Personally Identifiable Information (PII), Sensitive but Unclassified (SBU) and/or Privacy Act documents in accordance with NASA policies and procedures. When handling electronic data NASA encryption software shall be used and hardcopy documents shall be protected accordingly.
Disposal of files shall be in accordance with government-approved procedures.
2.10 The Government will provide the necessary IT hardware and software and access to any available information, facilities, and equipment needed. For on-site Contractor staff, the Government will provide office space, desk, and phone. For off-site Contractor staff, the Contractor shall utilize NASA Langley’s virtual private network (VPN) to obtain connectivity to resources on the Langley Local Area Network (LaRCNet).
The Contractor shall furnish all personnel, training, facilities, specialized equipment, materials, and transportation not provided by the Government, necessary to perform these services.
3.0. Administrative Support Services
The Contactor shall provide administrative support as required by Center organizations, programs, and projects. The general scope of the duties performed for administrative support are outlined below and are provided to organizations located in various buildings located across the Center and JBLE. The Contractor shall provide temporary support for other organizational administrative staff during their absence (e.g., meetings, emergency illnesses, lunch breaks).
The Contractor shall have the capability to provide short-term support to cover administrative staff vacancies with trained personnel within five business days and until the vacancy can be permanently filled.
The Contractor shall provide day-to-day support requiring professional administrative and functional skills for the smooth operation of a typical office environment. The Contractor shall be capable of effectively operating standard office equipment as found in any large corporation or government office. Organizations may require some or all of the following functions:
3.1 Office Activities Coordination
The Contractor shall answer telephone calls, receive/greet visitors, directing all calls and visitors to the appropriate points of contact. Provide information about the organization’s role and standard operating procedures and direct technical questions and inquiries for information to appropriate staff members.
The Contractor shall maintain electronic calendars for organization (e.g., management, staff, and conference rooms). Attend organizational meetings as necessary. Provide support prior to and during meetings, conferences, tours, peer reviews, and workshops using various modes and media communication tools (e.g., video, teleconferencing, and web collaboration) including coordinating logistics to ensure appropriate arrangements are completed prior to the meeting (e.g., meeting room(s), seating availability, and adequate audiovisual equipment. In addition provide necessary support preparing appropriate documentation (e.g. handouts, agendas, and other materials). Provide recorder support for meetings as requested and disposition in a timely manner.
The Contractor shall perform a weekly walk-thru of the supply room/area and maintain inventory of supplies to include identifying stock that has reached the reorder point, notifying the designated NASA Government Purchase Card (P-Card) holder of what needs to be ordered; receive, and restock supplies. The Contractor is not responsible for the purchase of the supplies. Keep restock area free from safety hazards and coordinate disposal of trash, recycle, and burn box pick-up in a timely manner.
The Contractor shall maintain official files in electronic and/or hardcopy format (if required) in accordance with applicable standards and Agency Directives. Disposal of files shall be in accordance with government-approved procedures. Provide photocopying and scanning support as needed.
The Contractor shall pick up mail from the mail collection site in their building and distribute to employees mail boxes or offices as required.
The Contractor shall assist employees entering data into the Langley Key Activities system.
3.2 Action Tracking
The Contractor shall initiate, compile, respond, and track action items and requests by reporting appropriate dates, status, or disposition to organization management and staff.
3.3 Purchase Requests and Purchase Cards (End-User Support)
The Contractor shall prepare and submit accurate and complete Purchase Requisitions (PRs) in the appropriate financial system to include all supporting documentation. The Contractor shall track status of the requisition through the process to delivery. For both PRs and P-Card procurements, the Contractor shall conduct market research on items requested and provide findings to requestor. The Contractor shall coordinate with appropriate subject matter experts and functional approvers to acquire necessary approvals (e.g., purchase of furniture, cameras, software, computers, and printers.). The Contractor shall assist with P- Card administrative functions for the P-Card holder. (Reminder: Contractor personnel shall not place P-Card orders.)
3.4 Travel Processing
The Contractor shall prepare and submit, through the NASA travel system, foreign and domestic travel authorizations (TAs), reservations, and vouchers in accordance with approved procedures that include the Federal Travel Regulations (FTR) and NASA Federal Travel Regulation Supplement (NFTRS). The Contractor shall prepare foreign travel packages and obtain approvals in the allotted timeframe with all supporting documents needed. The Contractor shall cancel travel authorizations and reservations that are no longer required prior to the start of the trip.
3.5 Foreign Visitor Processing
The Contractor shall obtain necessary information from employee/host for submission of Foreign National visit requests into the appropriate NASA system. The Contractor shall compile required supporting documentation for submission to the Organization’s International Visitor Point of Contact (POC). The Contractor shall ensure all requests are completed in accordance with appropriate deadlines. For long-term visitors, the Contractor shall ensure renewal requests are submitted in a timely manner to ensure badge validation.
3.6 Correspondence Management
The Contractor shall process all correspondence including maintaining the Langley Correspondence Log when necessary. The Contractor shall develop, maintain, and distribute electronic distribution lists and rosters. The Contractor shall use NASA standard office automation software to prepare correspondence, presentations, spreadsheets, forms, and other requested administrative documents. The Contractor shall utilize Langley’s Correspondence Templates website to ensure adherence to the NPR 1450.10 guidelines (NASA Correspondence Management and Communications Standards & Style). The Contractor shall deliver requested documents as specified.
3.7 Document and Content Management
The Contractor shall assist in the editing, coordination, and/or processing of organizations policies, procedures and other documents in both electronic and hardcopy formats. The Contractor shall update and edit organization web content as needed.
The Contractor shall update web-based applications such as changes to users, organization codes, contract numbers, facility numbers and names within various applications as needed.
The Contractor shall enter workforce data and prepare reports using the appropriate NASA systems.
3.8 Technical Publication Submittal and Approval
The Contractor shall submit technical publications/presentation records using the government provided on-line system as directed and track approvals to completion. The Contractor shall ensure that employees have prior approval through the on-line system before presenting their papers. The Contractor shall maintain bibliographies for organization members.
3.9 Safety
The Contractor shall participate in the monthly safety walk-thru. The Contractor shall submit monthly safety inspection information in the Supervisor Safety Inspection System (SSIS) before the monthly deadline.
3.10 Organization IT services Point of Contact (POC)
The Contractor shall serve as the organization POC or Alternate POC for the enterprise service provider contracts. The Contractor shall use the corresponding contract ordering systems to place orders for phone and computer needs, process additions, modifications, relocations, and deletions to seats. The Contractor shall monitor monthly IT service bill for errors, report errors to the organization Business Lead or other designee, and process appropriate paperwork to fix errors.
3.11 Property Management
The Contractor shall perform property management support duties and/or act as a Property Custodian. The Contractor shall use the NASA automated property management system for property management and complete the necessary paperwork for those functions that are not processed through the automated system. The Contractor shall conduct periodic surveys of equipment and property utilization. The Contractor shall participate in audits and report lost or misplaced equipment. The Contractor shall serve as organization move coordinator.
3.12 Human Resources Management Support
The Contractor shall support development, maintenance, and closeout of employee performance plans including scheduling of performance meetings and tracking plans through to completion.
The Contractor shall coordinate, review, and consolidate a variety of narrative and statistical human resource information. The Contractor shall prepare human resources documents in the proper format. The Contractor shall provide templates/sample documents to assist personnel as needed. The Contractor shall coordinate, document, and submit a variety of human resources processing activities using the proper methods and NASA systems. The Contractor shall maintain rosters, organizational charts, and other human resources documentation.
The Contractor shall assist organization management in reviewing the status of time and attendance records to ensure completion.
The Contractor shall assist the organization and employees with the annual training plan.
The Contractor shall ensure that trainings requests are approved and follow-up with staff to ensure timely registration.
3.13 Metric Collection
The Contractor shall compile and submit regular organizational metrics including but not limited to, Organizational Unit Plan performance metrics.
3.14 Facility Support
The Contractor shall coordinate small building and infrastructure improvement requests (e.g., painting, extermination, electrical work repairs, and installation of conference audio/visual equipment). The Contractor shall track status of request to completion.
3.15 Budget Activities
The Contractor shall maintain organizational budgets (travel, award, overhead, facilities, and/or programmatic) and monitor status. The Contractor shall collect and compile data for annual budget projections and justifications. The Contractor shall provide historical spending data to assist in the development of requirements and budgets as needed. The Contractor shall enter, maintain, retrieve, and manipulate resource data relating to organization and/or programs/projects. The Contractor shall download resource information from NASA financial systems into useable spreadsheets, and/or graphs (to be used for tracking budget plans, overall performance, variances, and budget trends and changes) and effectively communicate potential problems with organization management and staff.
3.16 Senior Assistant Level Support
The Contractor shall perform all administrative duties in Section 3 above, plus the following:
Provide senior level support to Directorate Offices and Agency Program/Project Offices leadership and staff. Interface with senior Langley and Agency leadership. Coordinate and schedule high level meetings and briefings. Develop and prepare presentations as needed.
Independently performs administrative management functions and coordinate administrative activities to ensure consistency and smooth operation of the entire office. Devise and implement office procedures to be used by all administrative personnel. Provide guidance to other administrative personnel as needed. Apply existing and new policies and provide recommendations for continuous improvement of organizational processes.
4.0. Media Support Services
The Contractor shall provide a variety of media services across the Center to various organizations, programs, and projects. The Government will furnish the necessary photographic, imaging, audio visual and duplicating equipment, computers, software and databases.
4.1. OCIO Media Support
In support of the Office of the Chief Information Officer (OCIO) Media Solutions Branch (MSB), the Contractor shall provide media services related to the production and dissemination of information, providing the capability for production of a complete range of information products, to include but not be limited to providing duplication, graphics, photographic, and video services. The Contractor shall assist customers and provide advice to help define their media product requirements and deadlines; schedule, maintain current and accurate data, and perform all required work using a government provided work control system; and deliver products in accordance with customers’ requirements.
4.1.1 Technology Currency
The Contractor shall maintain and develop leading edge knowledge of industry trends and emerging technologies. The Contractor shall develop and submit advice and recommendations to the Government on equipment upgrades and process improvements to maximize efficiency. The contractor shall provide input to the Government to ensure MSB media systems’ lifecycle documents stay current.
4.1.2 Chemical Inventory
The Contractor shall keep chemical records up to date for Contractor-provided supplies for output devices in Langley’s Chemical Material Tracking System (CMTS) for all chemicals used in the MSB.
4.1.3 Quality Control
The Contractor shall provide quality control, proofreading or proofing of all projects, and validation of the integrity of the electronic files, fonts, and quality. The Contractor will adhere to NASA Communications and Graphics Style Guides, U.S. Government Printing Office Style Manual, established MSB visual communications standards, as well as accepted industry style guides (e.g., Chicago Manual or Associated Press) as necessary for printed and electronic communications products. Some requests may require approval by Branch Head or Leads prior to production.
4.1.4 Property Management
The Contractor shall serve as a Property Custodian using the Government provided system for tracking property inventory. The Contractor shall conduct periodic surveys of equipment and property utilization. The Contractor shall retrieve and complete necessary paperwork for disposal, location changes, user updates, survey reports, and other required property management responsibilities. The Contractor shall participate in audits and report lost or misplaced equipment in accordance with Center procedures. The Contractor shall manage the Center A/V loan pool and submit all necessary loan agreements in the property management system
4.1.5 Photographer Services
The Contractor shall provide general photographic services in cooperation with the Langley Photographics Lab (LPL) and the Langley Scientific and Technical (S&T) Photographers.
Jobs may include but not be limited to proprietary and sensitive but unclassified work. The Contractor shall provide general publication-quality digital photographer services such as research, portrait, passport, group, and event photography. The Contractor shall select imagery to be used based upon customer requirements and industry quality standards.
The Contractor shall provide the appropriate image files to the LPL staff to ensure timely submittal of work for processing. The Contractor shall provide professional photographic services in various locations and in situations which may require physical mobility and dexterity. The Contractor shall provide assistance to Langley S&T photographers.
4.1.6 LPL Support Services
The Contractor shall provide comprehensive services including but not limited to digital image scanning and processing, image archiving, and work control to support photographic documentation and research data acquisition. The hours of operation for customer support are from 8:00 a.m. to 4:30 p.m., Monday thru Friday, excluding holidays and Center closures. The Contractor shall maintain an inventory of supplies necessary to perform the work and provide supply requests as needed to the MSB Lead.
The Contractor shall process and produce deliverables using leading industry standards and specialty software. For all digital images that are to be archived, the Contractor shall collect and file signed release forms containing metadata information on the images from the customer, assign Langley “L-numbers” to the images, digitally archive the images, and maintain the database log. The Contractor shall catalog and enter metadata in compliance with NASA Standard 882, using standardized searchable terms from the NASA Thesaurus for archived images, into the MSB Work Control and Image Management System. For images that are made available to the public on-line, the Contractor shall enter the information into Agency and LaRC image and photo websites. The Contractor shall perform regular checks to ensure accuracy of the on-line records and reconcile non-standardized terms. In the physical photographic archive, the Contractor shall perform basic file management and conservation of the folders and negatives in accordance with NASA approved procedures.
4.1.7 Duplicating Facility Operation Services
The Contractor shall manage all aspects of the multi-platform, digital Duplicating Facility operations including but not limited to electronic file transfer and preparation, scanning, duplication, bindery, distribution services, and problem follow-up and resolution. Work is performed in a limited access area requiring a secret security clearance for access. The Duplicating Facility has a number of industrial machines that, based on safety considerations, require a minimum of two qualified contractor personnel at all times during high-speed machine operations, including punching, binding, and stitching operations. The Contractor shall staff the facility at a minimum from 7:00 a.m. to 3:30 p.m., Monday thru Friday, excluding holidays and Center closures.
The Contractor shall perform edits, as needed, to enhance images, correct image skew, shift images, mask images for photo enhancement, and number pages.
The Contractor shall assemble, package, and meter unclassified and classified printed products for distribution on-site and for mailing or shipment to national and international destinations, according to applicable United States Postal Service regulations, export control regulations, and classified information regulations. Activities include, but are not limited to, stuffing envelopes, collating, preparing appropriate forms, packaging, typing and some hand folding.
The Contractor shall operate all Government-provided equipment according to manufacturers’ specifications including but not limited to stitchers/staplers, spiral binder, drills, tabletop folder, paper cutter, labelers, tabber, meter machine, and forklift and provide routine preventive maintenance. All other maintenance and repairs will be provided by Government-procured maintenance contracts. The Contractor shall initiate and track maintenance and repair requests and report maintenance and usage status to the Government.
The Contractor shall maintain an inventory of supplies necessary to perform the work and provide supply requests as needed to MSB Lead. Operators shall be able to lift, carry, or otherwise handle printed material, paper stock, and supplies in accordance with LPR 1740.2, Facility Safety Requirements.
The Contractor shall produce a monthly productivity report to include but not be limited to the following information: MySQL Printouts w/work orders attached, Prep by Equipment, Press by Equipment, Service Calls by Equipment, Bindery Details, Distribution Details, and any other significant or unusual activities that may have occurred.
4.1.8 Audio Visual and Video (AV&V) Support Services
The Contractor shall provide comprehensive audio visual and video (AV&V) support services, including but not limited to problem follow-up and resolution. Services include video pre- through post-production, non-linear editing, two- and three-dimensional animation, electronic file conversions, LaRC video file website maintenance, product duplication, system engineering, and audiovisual technical support associated with scientific and technical information, public affairs-outreach activities, internal communication, and training. Projects range from creating full video productions and recording tests or experiments to video streaming, and operating an AV equipment loan pool. All work shall be consistent with practices across the Agency in coordination with the NASA Imagery Experts Group (NIEG), and comply with NASA Technical Standard 2818 (Digital Television Standards for NASA), Federal Communication Commission (FCC), Society of Motion Picture and Television Engineers (SMPTE), and National Television System Committee (NTSC) rules, regulations, and standards for professional broadcast quality. The Contractor shall maintain up-to-date records of completed jobs in a Government-provided work control system.
The Contractor shall provide comprehensive services to create broadcast quality videos.
The customer is responsible for writing and/or developing a script and the Contractor can provide assistance to the subject matter expert where needed. The Contractor shall provide image acquisition of high definition (HD) footage using various formats (e.g., DVCAM, DVCPRO, HDCAM,). The Contractor shall create and deliver video productions to the customer in a digital format, and provide the Government a digital copy of finished productions. The Contractor shall provide the Government a digital copy of finished productions. The Contractor shall perform video editing of field and electronically acquired imagery on location. The Contractor shall perform post-production elements to include but not be limited to natural ambient sound, sound effects, computer graphics, and music as well as a voice track to create a finished video production. The Contractor shall provide animated representations of advanced technical information to include but not be limited to general and specialized animation services and special effects inherent to non-linear editing. The Contractor shall provide multimedia services including, but not limited to file conversions, authored DVDs, and encoded digital media files from a finished video product.
The Contractor shall provide file conversions for customer-provided raw footage. The Contractor shall maintain the Langley Videos Online website to include formatting files for captioning, sending files for web captioning, marrying captioned text to video, and uploading captioned videos and associated files (e.g., image, text, pdf, audio,).
The Contractor shall perform media duplication not to exceed 5 DVD copies per original.
The Contractor shall provide support (camera operation, audio, and system engineering) for broadcast of live events from Langley’s main auditoriums (Reid and Pearl) and the IESB studio for distribution to Langley TV and the desktop. The Contractor shall provide live video streaming from remote locations on Center (facilities other than the main auditoriums and the IESB studios). The Contractor shall transmit video footage to Langley Video Distribution Headend via streaming appliance or fiber feed from the editing suite. The Contractor shall send properly formatted and captioned digital footage to NASA TV and other NASA TV facilities using LFT or fiber for multicast via Langley’s Video Distribution Headend.
The Contractor shall provide AV support for design consultations and installation requests, as well as, trouble calls for existing equipment. The Contractor shall perform equipment setups for meeting, conferences, presentations, or briefings, in-house equipment maintenance, and general videotaping/recordings. Priority shall be given to Pearl Young
Theater, H.J.E. Reid Auditorium, postproduction editing suites, and systems used for the purpose of recording scientific and technical data.
The Contractor shall review and procure new music libraries with guidance from the LaRC OCC, periodically review existing libraries for usage, and terminate or renew licenses for existing music libraries.”
The Contractor shall produce a monthly productivity report to include but not limited to the following information: number of AV&V job requests processed, number of AV&V job requests completed by Organization, number of cancelled jobs, number of completed AV Jobs by category with details for significant jobs (Trouble calls, Setups, Installations, Conferences, Recordings, and Shop/Maintenance), and number of Completed Production Jobs by category with details for significant jobs (Production, Edit, Multimedia, Duplications).
Under MSB video management guidance, the Contractor shall serve on the Center Conference Room Strategy team that provides guidance and recommendations for managing the center-wide resource. The contractor shall collaborate with Government personnel (Center Operations Directorate, IT Infrastructure Branch, and in-house Branch A/V team) to ensure conference and meeting rooms have the appropriate A/V systems in accordance with Center requirements and standards to include new Construction of Facilities (CoF) and existing rooms on a refresh cycle. As part of the Strategy team, the contractor shall participate in all room assessments performed with room owners of new or existing (up for refresh) rooms maintained under NASA Integrated Communications Services (NICS).
The Contractor shall track and monitor Center video teleconferencing systems and maintain a spreadsheet of current information to include but not be limited to pertinent information on system owner/POC, organization, location, system cost, maintenance expiration date, and system administrator (non-NICS system).
The Contractor shall track and monitor Video Services equipment expenditures, maintaining a spreadsheet of current year procurements to include but not be limited to video functional area, manufacturer, make, model, cost, ITAM authorization number, PO, arrival date, invoice, .
Under MSB video management guidance, the Contractor shall serve as liaison/POC between the Office of Communication, Center Conference Manager and Video Distribution for logistics associated with live broadcasts and streams, including but not limited to:
informing Video Distribution of any update/changes to broadcast date/time, keeping web support up to date on stream schedule, maintaining calendar of live events, and serving as the POC for incoming jobs for promotional materials to appear on LaRC’s promotional channel. The Contractor shall request captioning for events not held at the Reid and Pearl and verify captioning invoices are correct for all live events. The Contractor shall serve as the LaRC Ustream administrator to include implementing password protection for select audience viewing and participate in testing and troubleshooting the site when problems occur.
4.1.9 Graphics Services
The Contractor shall provide centralized graphics services shared by all Langley organizations. The Contractor shall design and produce art products for visual communication of information for the general public as well as highly technical information for technical audiences. The Contractor shall provide graphic design and production services for technical graphs and charts, projected visuals, exhibits and display elements, multimedia interactive presentations, two- and three-dimensional modeling and animation, internet web pages, technical illustrations, display graphics, and graphic design for print and digital production. At a minimum, the Contractor shall staff the production offices from 8:00 a.m. to 4:30 p.m., Monday thru Friday, excluding holidays and Center closures. The Contractor shall archive all completed work using the Government archive storage system.
Per 1.1.3 Quality Control - The Contractor will provide art direction to ensure deliverables comply with applicable Agency graphics standards, Branch visual communication standards and industry best practices.
The Contractor shall maintain an inventory of supplies necessary to perform the work and provide supply requests as needed to MSB Lead.
4.2. Photo Archival Scanning and Digital Image Organization
The Contractor shall provide scanning services in cooperation with the EPL. Imagery may include but not limited to proprietary and sensitive but unclassified work. The Contractor shall scan photographic archived negatives according to established scanning procedures.
The scanning process includes corrections for film type, overall exposure, color balance, and other characteristics. The Contractor shall scan in the area housing the negative collection. Using established naming conventions in compliance with NASA Standard 2882, the Contractor shall archive raw files on Government provided storage media.
The Contractor shall organize and consolidate images and metadata from assorted existing collections and collaborate with database specialist(s) to interconnect and populate database applications into a single application that is compatible with NASA metadata standards. The Contractor shall implement NASA metadata standards for digital image collections; perform database application operations including metadata, imagery input and asset organization; ensure accuracy of imagery metadata; and consult with staff on digital image asset organizational tools.
4.3. RD Graphics Support
The Contractor shall provide graphics services to the Langley Research Directorate (RD) for various scientific, technical, and administrative documents, marketing and public outreach campaigns, and to support communication across the Center. The demands of each organization are varied yet comprehensive, requiring the capability of producing a wide range of graphic products.
The Contractor shall design and produce art products for visual communication of information for the general public and school children as well as highly technical information for technical audiences. The Contractor shall provide graphic design and production services for technical graphs and charts, projected visuals, exhibits and display elements, multimedia interactive presentations, animation, internet web pages, technical figures and illustrations, display graphics, and graphic design for print production. All graphics deliverables shall comply with applicable Agency graphics standards.
The Contractor shall collaborate with customers to determine specific technical, design, and production requirements for each project. The Contractor shall deliver all products to the customer on or before the negotiated deadline.
The Contractor shall maintain an up-to-date record of individual job progress and completion in the Government-provided work control system. The Contractor shall archive all completed work using the Government archive storage system, if requested by the Government
The Contractor shall create broadcast/multimedia quality products (still and moving graphical elements) in support of experimental activities in wind tunnels and other research facilities. The Contractor shall provide file conversions and encoded digital media files from a finished video product and create authored/interactive DVDs.
4.4. NESC Media Support
The NASA Engineering and Safety Center (NESC) requires a broad range of media services as specified below. The Contractor shall provide project management support for all media service areas. The Contactor shall develop, document and maintain processes for each of these services to ensure the highest degree of excellence and consistency.
4.4.1 Video & Audio Support
The Contractor shall arrange for the capture and broadcast of video and audio for events, both local and remote, as directed by the NESC. These events include, but are not limited to, the NASA Office of the Chief Knowledge Officer’s (OCKO) Masters with Masters (MwM), NASA Academy of Program/Project and Engineering Leadership’s (APPEL), Virtual Project Management Challenge (VPMC), and NESC Technical Fellow sponsored events.
Whenever possible, travel costs should be minimized for remote events by coordinating with local Center video services to capture the video and audio and transfer content to the NESC LAMPS editor(s). The Contractor shall work with the remote video service provider to schedule the service, communicate desired shots/framing, video size/format, MediaSite interface requirements for live broadcast, obtain talent releases, obtaining talent biographies, copies of presentation material and ensure Export Control and SBU handling as required. All recordings, local or remote, shall be managed end-to-end by the
Contractor, from setting dates, to final product and posting to MediaSite or redistribution, as directed. The process shall be documented in the government provided work control system.
4.4.2 Editing Support
The Contractor shall provide editing for multimedia content related to live broadcasts, studio recordings and desktop recordings. The Contractor shall edit content, adding an intro, outros, lower thirds and closed captions and work with the presenter to edit the content as requested by the presenter. The edits may include but not limited to removing delays and interruptions, editing out items that are not needed in the final product, and adding additional content where necessary. Editing may include but not be limited to updating existing content to new formats and standards, such as replacing/adding intros, outros, lower thirds, closed captions and other content to improve standardization. The Contractor shall be responsible for gathering all source content and either transferring it directly to the NESC server storage or working with IT support to have it transferred. During editing, any references made to content related to the end product shall be verified and documented as needed.
4.4.3 Web Content Management
The Contractor shall perform web content management for the NESC, NASA Office of the Chief Engineer (OCE) and VPMC websites host by the Agency WEST Prime contract. The Contractor shall participate in weekly Web page meetings and NESC Academy Online meetings.
4.4.4 Multimedia Software/Hardware Support
The Contractor shall monitor the versions of existing NESC multimedia software/hardware for changes/updates and advise NESC on the benefits and drawbacks of implementing them. The Contractor shall oversee the implementation process of all software/hardware changes in both development and production environments. After implementation, the Contractor shall perform testing to demonstrate functionality and reliability of the implemented changes.
4.4.5 Event and NESC Academy Notifications and Usage
The Contractor shall manage the email distribution of event notifications and NESC Online Academy updates. The Contractor shall coordinate communications with the event host, draft, and send event emails via the NESC bulk email service. The Contractor shall arrange for post event surveys as required by the event host and provide post event statistics to the event host as requested. The Contractor shall develop and distribute monthly NESC Online Academy update emails via NESC bulk email. The Contractor shall maintain NESC Online Academy monthly usage statistics and provide statistical information upon request.
4.4.6 Application and User System Support
The Contractor shall manage the NESC’s Multimedia WebEx (Non-ACES) accounts and provide user support and training. The Contractor shall be familiar with the Agency’s Desktop Mobile ViTS (DMV) software, Vidyo.
The Contractor shall provide basic user operation support for Sonic Foundry Mediasite Enterprise Video Platform and for the NESC Knowledge Integration System (NIKS), including development and maintenance of basic user guides and training.
4.4.7 Graphics Support
The Contractor shall provide graphics support in the preparation of presentations, reports, and web graphics. The Contractor shall use state-of-the-art computer graphics to prepare general and technical art and media in accordance with Agency Communications Material Review System. The Contractor shall interact with clients to ascertain task requirements including project goals and deadlines, technical details, and necessary background information and support documentation for effective visual communication of concept. The Contractor shall create presentation visuals, publication figures, drawings, illustrations, ceremonial graphics, display media, publications (including the NESC Technical Update and NESC Technical Bulletins), posters, signs, models, and publication mockups for scientific and operations related visual communication.
4.5. OSACB Media Support
The Contractor shall prepare broadcast-quality video and audio products and publication-quality photography to support the Langley Office of Strategic Analysis, Concepts, and Business Development (OSACB). Activities may take place on Center, off Center, or aboard aircraft. Prior to release, the Contractor shall submit all materials to the Lead Public Affairs Specialist for review and approval.
4.5.1 Still Photography and Photojournalism
The Contractor shall provide publication-quality photographic materials, including but not limited to formal and candid photographs of Center personnel and visitors, environmental photos, documentary photographs of Langley research, as well as, photography suitable for exhibits and the web. The Contractor shall respond to media requests, providing products in the format requested by the media. The Contractor shall initiate and respond to NASA and media requests for publication-quality photography for national release. The Contractor shall identify photography for publication and select and caption images for local and national release and posting to the Internet. The Contractor shall research and write photo captions that document visual images and conduct interviews as necessary to capture information for expanded captions that provide photo essays on Langley research.
All caption information must be written in accordance with NASA and AP style requirements. The Contractor shall maintain a photo archive, selecting photographs to be entered into the archival system and reproduced on Langley’s Multimedia Repository, enabling easy access to NASA images by media and stakeholders.
The Contractor will also upload appropriate images and captions to NASA’s social media accounts to include but not limited to, Flickr for photographs and YouTube for video
4.5.2 Broadcast Services
The Contractor shall produce broadcast-quality video and audio materials. The Contractor shall provide an electronic newsgathering and electronic field production capability to enable timely production of broadcast-quality video components to support media requests, exhibit venues and web presentations. The Contractor shall maintain a records management system for data collections and archival to ensure timely retrieval of visuals.
The Contractor shall research and recommend upgrades to audio and video editing equipment as needed.
The Contractor shall shoot Langley research and related activities on and off-site as needed. The Contractor shall produce video for live television, web-based broadcasts, video news releases, and video files. The Contractor shall research, produce and adapt content for video script production. The Contractor shall schedule video production and edit sessions. The Contractor shall edit multi-track non-linear video. The Contractor shall digitize and duplicate video materials.
The Contractor shall audiotape interviews with Langley research staff as requested. The Contractor shall produce audio for radio and web-based broadcasts. The Contractor shall research, produce, and adapt content for audio script production. The Contractor shall schedule audio production and edit sessions. The Contractor shall edit multi-track audio.
The Contractor shall develop and distribute video news releases incorporating video recorded interviews and computer-generated animation. The Contractor shall select studio and remote production locations. The Contractor shall pitch and coordinate interviews with TV stations nationwide. The Contractor shall coach interview subjects.
4.5.3 Web Presentation
The Contractor shall research, prepare for distribution and post multimedia products. The Contractor shall research content, write text, and produce multimedia presentations that incorporate animation, graphics, audio, text and digitized video. The Contractor shall prepare, post and update Langley information to NASA web sites and select non-NASA sites. The Contractor shall maintain an archival system to enable easy access to multimedia products.
4.5.4 Graphics Support
