About this opportunity
The Defense Logistics Agency Energy is seeking offers for Turbine Fuel, Aviation (JP5) under Amendment 0007 to Solicitation SPE608-23-R-0200 for the 3C Ship's Bunkers Program. The primary requirement is to supply 761.18 metric tons of JP5 fuel for delivery via tank truck to Progreso, Mexico. Offerors must meet stringent quality assurance provisions as outlined in the supplemental quality assurance provisions document, including mandatory flash point testing, specific additive requirements, and batch sampling with certificates of analysis or quality. The base reference price is $743.073944 per metric ton, indexed to the Platts Jet Kero 54 USGC Waterborne pricing publication as of November 6, 2025, and pricing will be evaluated using the Economic Price Adjustment Clause. The solicitation deadline for responses to this amendment is February 20, 2026, at 3:00 PM ET, with offers required to be submitted electronically to DDFBunkers@dla.mil using the specified Offer Data Sheet template along with a Certificate of Analysis and supplier commitment letter.
This solicitation carries no set-aside designation and does not identify any incumbent contractors. The contract is structured as an open continuous solicitation with successive closing dates extending through March 31, 2027, allowing the government to issue future amendments for additional requirements. Key contract provisions include a cap on ancillary charges not exceeding 10 percent of the total contract price per delivery order, with charges above this threshold not subject to government reimbursement. Offerors must provide facilities information including terminal locations, transportation sources, and testing facility details on Attachment C. The place of performance for submission purposes is Fort Belvoir, Virginia, though the actual fuel delivery location is Progreso, Mexico, and quality assurance testing requirements direct samples to Naval Air Station Patuxent River, Maryland.
