About this opportunity
The Defense Logistics Agency Energy is seeking to procure Turbine Fuel, Aviation (JP5) through Amendment 0006 to Solicitation SPE608-23-R-0200 for the 3C Ship's Bunkers Program (SOUTHCOM). The specific requirement reopens JP5 fuel deliveries to Progreso, Mexico, with a quantity of 761.18 metric tons to be delivered via tank truck. Key contract requirements include submission of an Offer Data Sheet (Attachment A-2), a Certificate of Analysis/Certificate of Quality, and a supplier commitment letter, all of which must comply with the DLA Energy Quality Assurance Provisions for JP-5 fuel as outlined in the solicitation. The fuel pricing is based on the Platts Jet Kero 54 USGC Waterborne index with a base reference price of $743.073944 per metric ton as of November 6, 2025, and ancillary charges are capped at 10% of the total contract price per delivery order. Offers must be submitted electronically to DDFBunkers@dla.mil by December 16, 2025, at 3:00 PM ET, with no indication of evaluation criteria beyond the standard compliance and quality requirements.
This solicitation carries no set-aside designation and represents an open continuous procurement anticipated to run through March 31, 2027, with successive closing dates for additional requirements as they arise. No specific award value or budget range is provided in the amendment, though the current line item (Item 0041) details 761.18 metric tons of JP-5 fuel as the immediate requirement. The place of performance is designated as Fort Belvoir, Virginia, with the actual fuel delivery location in Progreso, Mexico. Offerors should note that the solicitation requires submission of facility information through Attachment C, including terminal location, transportation sources, and testing facility details, along with samples and documentation to be submitted to Naval Air Station HAZMART within 30 days of procurement batch delivery. The absence of incumbent contractor names in the amendment suggests this is an open competition for potential suppliers meeting the technical and quality specifications outlined.
