About this opportunity

The Defense Logistics Agency Energy has issued Amendment 0005 to Solicitation SPE608-25-R-0200 for the 3D Ship's Bunkers Program, which involves the procurement of fuel oils under the petroleum refineries sector. This amendment specifically extends the offer due date for additional requirements that were previously introduced under Amendment 0003, providing contractors with additional time to prepare comprehensive proposals. The solicitation relates to bunker fuel services, which are critical petroleum products used for ship operations and military maritime activities. The extended deadline for proposal submissions is now October 15, 2025, at 3:00 PM Eastern Time, giving potential contractors nine additional days beyond the original October 6, 2025 deadline. All other terms and conditions from the original solicitation remain unchanged and in full force and effect, indicating that the core requirements and evaluation criteria established in the base solicitation continue to apply.

This procurement opportunity does not utilize any set-aside designations, making it open to full and open competition among qualified contractors. The contract performance will take place at Fort Belvoir, Virginia, which serves as the local time reference point for all submission deadlines and operational activities. No specific incumbent contractors, award values, budget ranges, or quantity details are disclosed in this amendment, as the primary focus is on the administrative extension of the submission deadline. The amendment maintains the existing framework established in the original solicitation and previous amendments, with Amendment 0003 having introduced the additional requirements that necessitated this deadline extension. The timing suggests this is a time-sensitive procurement with the government recognizing the need for contractors to have adequate preparation time for the expanded scope of work.
