About this opportunity
The Defense Logistics Agency Energy is issuing Amendment 0005 to Solicitation SPE608-23-R-0200 for the 3C Ship's Bunkers Program (SOUTHCOM), which procures petroleum-based liquid fuels and propellants for naval operations. This amendment adds two critical DFARS clauses—252.225-7966 and 252.225-7967—that impose restrictions on contractors' business operations with Russian fossil fuel entities. Key requirements mandate that offerors represent they do not knowingly maintain fossil fuel business operations with any entity that is 50 percent or more owned by Russian government authorities or Russian fossil fuel companies, with limited exceptions for oil and gas transportation through Russian territory originating from non-sanctioned countries. The government will evaluate compliance with these Russian sanctions prohibitions as a mandatory representation requirement, with offerors required to certify compliance upon submission of proposals. The solicitation was posted on December 5, 2025, with proposals due by December 8, 2025, providing a tight three-day response window for interested contractors.
This solicitation carries no small business set-aside designation and is classified under NAICS 324110 (Petroleum Refineries) and PSC 9130 (Liquid Propellants and Fuels, Petroleum Base). The amendment does not identify specific incumbent contractors or disclose potential award values or budget ranges in the available documentation. Performance of the contract will take place at Fort Belvoir, VA, and the solicitation does not specify quantity metrics, service timelines, or other numerical contract parameters in the amendment notice. Contractors should note that compliance with the added DFARS clauses regarding Russian fossil fuel operations represents a fundamental qualification for award, and any existing business relationships with Russian fossil fuel entities may render an offeror ineligible.
