The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking a Multiple-Award Indefinite-Delivery Indefinite-Quantity (MA-IDIQ) contract for Global Protective Services (GPS) to provide armed and unarmed security services outside the continental United States. The solicitation requires offerors to demonstrate substantial experience in OCONUS security operations, with a minimum technical threshold rating of 57,600 points out of a possible 72,000. Contractors must possess a current SECRET facility clearance, ANSI/ASIS PSC.1 or ISO 18788 audit reports, and the ability to provide comprehensive security services including fixed guard operations, mobile security teams, convoy escorts, and protective security details. The evaluation will use a best-value source selection process that focuses on past performance, technical experience, and compliance with security requirements, with awards made to all qualifying offerors. Proposals are due by February 15, 2025, and must be submitted through the PIEE Solicitation Module with comprehensive documentation of prior international security contract experience.

The contract is a full and open competition with no specific set-aside, targeting security services providers with significant international operations experience. The total IDIQ contract ceiling is $10.33 billion, with a 5-year base ordering period and one 5-year optional extension, and a minimum guaranteed task order of $1,000. The primary place of performance will be in Kuwait, but the contract allows for operations across multiple Combatant Command (COCOM) regions including CENTCOM, AFRICOM, EUCOM, INDOPACOM, and SOUTHCOM. Contractors must be prepared to provide personnel, vehicles, weapons, communications equipment, and support infrastructure for complex security missions. At least 50% of a contractor's self-rated score must come from prime contractor work samples, and offerors must demonstrate experience managing large security workforces, with maximum points awarded for teams exceeding 400 Full-Time Equivalents and contract values over $100 million.
