About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 22, is seeking a contractor to provide non-emergency wheelchair and hired car transportation services, including ad hoc medical companion escort services, for veterans in the San Diego area. The contract will be structured as a fixed-price, indefinite delivery/indefinite quantity (IDIQ) agreement requiring 24/7 service availability through the VA's VetRide vendor portal, with services covering veterans with various medical conditions across San Diego, Imperial, Riverside, Orange, and Los Angeles counties. Contractors must maintain appropriate vehicles and personnel, comply with strict performance standards, and be capable of mobilizing at full capacity by January 1, 2026. The VA will evaluate offers on a best-value basis, with technical capability and past performance weighted significantly more heavily than pricing. Inquiries must be submitted by November 6, 2025, at 8:00 AM MT, while all quotes are due by November 17, 2025, at 9:00 AM MT, with late submissions not accepted.
This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with no incumbent contractor identified. The total contract value is capped at $12 million across the performance period, with a minimum guaranteed amount of $1,000 and an estimated monthly trip volume of 1,800 to 2,100 trips. The contract will run for five years from January 1, 2026, through December 31, 2030, consisting of a base year and four option years. Pricing includes base rates for wheelchair van transport, hired car services, mileage charges, wait times, and medical companion escort services. Performance of services will take place in San Diego, California, and surrounding counties in the specified multi-county service area.
