About this opportunity
Amendment 0002 to Solicitation W912CH-25-R-0130 is a special notice issued by the Department of the Army for the procurement of Gunner Shield Kits (NSN: 2510-01-498-4996). This amendment extends the proposal submission deadline and updates the question and answer documentation for industry. The procurement is set aside exclusively for small business concerns and is classified as a Lowest Price Technically Acceptable (LPTA) firm-fixed-price supply contract. The contracting officer is Katherine E. Macfarland, and the contract specialist is Nikhil Patel, both with the Army Contracting Command at Detroit Arsenal. This is a competitive sealed bid solicitation designed to establish a five-year supply contract with an estimated requirement of 240 units annually, with a minimum of 48 units and maximum of 1,200 units per year.
The primary purpose of Amendment 0002 is to extend the solicitation due date to February 19, 2026, at 11:00 AM EST and to incorporate additional industry questions and responses into Section J of the solicitation. Eligible contractors must be registered and active in the System for Award Management (SAM), certified to NAICS code 336211 (Motor Vehicle Body Manufacturing), and employ 1,000 or fewer employees to qualify as small businesses. All proposals must include three components: a signed and filled solicitation acknowledging both amendments, a completed price evaluation spreadsheet in Microsoft Excel format, and a filled technical information questionnaire. Contractors must also conduct First Article Testing on 12 units with government witness and submit test reports within 150 calendar days from contract date to the DCMA ACO and Program Contracting Officer. The supplies must conform to the Technical Data Package (Top Drawing 12012065, Version A) and comply with all contractual requirements, including OPSEC training certification, with award made to the lowest-priced, technically acceptable small business offeror deemed responsible by the contracting officer.
