About this file
This file is a Questions and Answers document for federal solicitation W912CH-25-R-0130, issued by the Department of the Army for a Gunner Shield Kit (NSN 2510-01-498-4996). The Q&A addresses industry inquiries received between December 18, 2025, and January 13, 2026, with responses from US Army subject matter experts. Key clarifications include: offerors need not be DoD-cleared facilities for classified information if they source materials per specification drawings; ballistic testing must be conducted at Aberdeen Test Center per MIL-DTL-46100; certified cost or pricing data is not required as the procurement uses a lowest price, technically acceptable (LPTA) evaluation method; only subcomponent part number 12484846 has ballistic testing requirements; and a DD 254 is not required as the Technical Data Package was revised to remove classified references. Amendment 0001 removed three cost/pricing data clauses (FAR 52.215-21, DFARS 252.215-7008, and DFARS 252.215-7010) due to the LPTA approach.
The document also addresses First Article Testing (FAT) requirements, which were modified following a Technical Data Package update. FAT shall encompass seven units total, with samples required for part numbers 12012068 (5 units), 12484847 (1 unit), and 12484848 (1 unit), conducted in accordance with Quality Assurance Plan 12993884. The solicitation deadline was extended to February 14, 2026, at 5:00 p.m. EST via Amendment 0002. Valid proposals must include a signed solicitation acknowledging both amendments, a completed price evaluation spreadsheet, and a technical information questionnaire. The contract has a six-and-a-half-year award timeframe starting from contract award through one-and-a-half years post the final ordering year, during which offerors must maintain active DD 2345 certification.

Questions & Answers Regarding W912CH-25-R-0130:
The following questions were obtained from perspective contractors dating from 18 December 2025 to 13 January 2026. The answers are provided from US Army subject material experts and serve to educate potential industry vendors about this action.
Question #1:
Is an offeror automatically disqualified if it’s not a cleared facility for DoD classified information (other than CUI), specifically for ballistic armor (DD 2345)?
Answer:
The offeror is NOT automatically disqualified, for these reasons described:
The offeror will be able to work around this issue by simply using armored steel of the thickness and grade specified in the drawings. This means that the offeror doesn’t need to possess the classified documents describing the technical aspects. For example: the offeror would read the drawing and when it stipulates using the particular type of steel, the offeror would then procure that raw material with the flowed-down material certifications and build the shield. The offeror must maintain an active DD 2345 during the course of the award timeframe (six and a half years, starting from the time of award to one and a half years post the last ordering year). Such communications would be with the Joint Certification Program helpdesk via email at jcp-admin@dla.mil .
Question #2:
Are we allowed to use a qualified supplier (cleared for the MIL DTL -46100) to perform the ballistic testing requirements?
Answer:
The offeror is required to use ballistic testing facility (Aberdeen Test Center), per paragraph 4.2.1 in MIL-DTL-46100.
Question #3:
Does the solicitation inclusion of DFAR 252.215-7010 REQUIREMENTS FOR CERTIFIED COST OR PRICING DATA AND DATA OTHER THAN CERTIFIED COST OR PRICING DATA--BASIC (MAY 2023) MAY/2024 mean that our proposal must include certified cost or pricing data?
Answer:
The solicitation W912CH-25-R-0130 has been amended via Amendment 0001, which removes clauses FAR 52.215-21, DFARS 252.215-7008, and DFARS 252.215-7010 as it is reasonably certain that cost or certified pricing data may be required by the contracting officer, as this solicitation utilizes lowest price, technically acceptable (LPTA) methods. Offerors are not obliged to include certified cost or pricing data unless specifically requested by the contracting officer.
Question #4:
Which subcomponent part numbers are subject to ballistic testing?
Answer:
Only 12484846 has ballistic requirements based on the material cited in the TDP.
Question #5:
Is a completed DD 254 required prior to start-of-work for this action due to certain classification elements of the TDP?
Answer:
The TDP has been updated (removed PN 6108396) by the technician. Engineering confirmed it is not actually a part of this kit 57K4470 (NIIN 014984996). It was included in the TDP because it is referenced on the drawing for 51402347. However, that reference/application does not pertain to the kit.
Question #6:
Is it required to provide an FAT report that includes data for 12 complete kits (i.e., 100% inspection and testing data for 12 sets of subcomponents), or is a single FAT report for one kit—with 12 units produced as part of the FAT run—sufficient?
Answer:
The related TPP for this effort is currently going through a review/update as it was found reference number 6108396 was an incorrect secondary reference for this specific application. Therefore, the FAT information in the QSD would be modified to reflect a quantity of 7. Quality concurs that a single FAT report for one kit—with 7 units produced as part of the FAT run—should be sufficient, provided the report includes all required testing and inspection data for the specified subcomponents and samples as outlined in the QSD. The following mods to the QSD related to the FAT information are below:
• Number of units subjected to FAT: 7 EA (each)
• Number of units that will be tested less destructive testing and serve as a manufacturing standard and shipped as part of last lot accepted: 7 EA (each)
• FAT is ONLY for parts 12012068, 12484847 & 12484848 and shall be IAW QAP 12993884 for parts 6108396 & 12012068
• FAT required per QAP 12993884 & drawings 6108396, 12012068, 12484847, 12484848
• For the purpose of clarification of this document, the terminology "First Article" shall replace "INITIAL PRODUCTION APPROVAL" in all applicable specifications, documents and/or drawings referenced herein.
• FAT Sample Quantities:
o 12012068 – 5 EA (each) o 12484847 – 1 EA (each) o 12484848 – 1 EA (each)
