About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office intends to solicit Basic Life Support and Advanced Life Support ambulance services for Federal Medical Center Devens in Ayers, Massachusetts, with responses to the market research questionnaire due July 17, 2026. No set-aside applies.
Services are performed 24/7, including federal holidays, on an as-needed basis with a 15-minute maximum response time from initial request to facility arrival. The contractor must provide both unscheduled emergency medical transports and scheduled non-emergency transports to multiple hospitals and regional airports throughout Massachusetts and New Hampshire, including Beth Israel Deaconess Medical Center, UMass Memorial Medical Center, Massachusetts General Hospital, Brigham and Women's Hospital, and Boston Medical Center. Scheduled transports require a minimum of 48 hours' notice.
The contractor must maintain current Massachusetts state licensure for BLS and ALS ambulance operations and comply with DHH 105 CMR 170.305(c) staffing requirements, which mandate paramedic-level ambulances staffed with a paramedic paired with either an EMT-Intermediate, Advanced EMT, or EMT-Basic. All personnel must hold appropriate state certifications and ACLS certification. A critical performance requirement mandates that a minimum of 75% of all scheduled and unscheduled ALS/BLS trips be provided by the contracted or another private ambulance company, with monthly reporting required; failure to meet this threshold constitutes contract non-performance. The contractor is responsible for maintaining all medical supplies, equipment, ambulances, stretchers, and personnel.
The procurement covers a one-year base period with four optional 12-month renewal periods at the government's unilateral discretion. Acquisition will proceed under FAR Part 12 as a commercial item procurement. NAICS 621910 applies, with small business size standard of $22.5 million. The resulting solicitation will be distributed exclusively through beta.SAM.gov. Three DOJ security-related clauses (DOJ-03, DOJ-05, and DOJ-07) will be incorporated into the resulting contract.
