About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center cancelled solicitation FA822726Q0003 for a Large Component Bead Blast Booth with Pre-Engineered Metal Building on July 21, 2026, through Amendment 0002, effective immediately.
The solicitation had been a 100% small business set-aside under NAICS 332311 (Prefabricated Metal Building and Component Manufacturing), PSC 5450. The original RFQ, issued May 14, 2026, sought design-build of a complete turn-key corrosion control facility at the 309th Aerospace Maintenance and Regeneration Group (AMARG) within Davis-Monthan Air Force Base, Arizona. Place of performance was Davis-Monthan AFB, AZ 85707.
The requirement encompassed a plastic media blast booth housed within a fully enclosed Pre-Engineered Metal Building (PEMB) with a separated maintenance operations area, constructed on an unimproved site. The blast enclosure was specified at minimum 20 feet height × 20 feet width × 40 feet depth, capable of handling aerospace ground equipment up to 3,190 pounds. The facility required dual independent blast pots with 15-minute continuous operation, pneumatic floor media recovery systems, Grade D breathing air systems compliant with OSHA, dust collection meeting NFPA 652 and 654 standards, and formal Authority to Operate certification at Impact Level 2 cybersecurity compliance. Design prioritized Commercial Off-The-Shelf (COTS) components with documented justification for any custom fabrication.
The period of performance was anticipated to begin on or before August 31, 2026, with completion by December 20, 2027. The acquisition included six line items: Site Civil/Minor Construction, Pad Mounted Electrical Equipment, Pre-Engineered Metal Enclosure, Blast Booth Enclosure and Equipment, Testing/Commissioning/Documentation/Training, and Contract Data Requirements Lists. Bid guarantee was 20% of bid price; performance and payment bonds were 100% of contract price. Liquidated damages were $1,400.81 per calendar day of delay. Prevailing wage rates applied per Pima County, Arizona determination. FAR 52.219-14 Limitations on Subcontracting (50% subcontracting limit for services) was enforced. CMMC Level 1 (Self) cybersecurity certification was required per DFARS 252.204-7021.
Amendment 0001 (June 3, 2026) extended the response due date from June 16 to June 23, 2026, and provided government responses to questions, revised SOW dated June 1, 2026, wage determination, Davis-Monthan AFB Construction Project Guidelines, and appendices. No award was made; the solicitation is now withdrawn.
