About this file

This document is an addendum to FAR clause 52.212-1 establishing technical submission requirements for a solicitation dated 30 April 2026. Quoters must submit a Technical Volume demonstrating a detailed, thorough, and executable approach to two primary elements: Design Fidelity and Technical Capability.

Under Design Fidelity, quoters must provide a conceptual engineering design including preliminary drawings, proposed site layout, and material selection. Technical Capability requires detailed solutions across four specific areas: (1) Turnkey Facility and Structural Design addressing a Pre-Engineered Metal Building (PEMB) with a 40-year lifespan, modular expandability, and utility installations (water, sewer, electrical) with expansion stubs; (2) Blast Booth & Media Handling Systems detailing a full-floor pneumatic media recovery and reclaim system capable of cleaning Type V media to T.O. 1-1-8 standards during continuous operations; (3) System Integration & Cybersecurity covering HMI/PLC system design with comprehensive control, deep diagnostic monitoring, and passcode-protected supervisor adjustments; and (4) Life-Cycle Management addressing strategies to maximize operational availability through COTS equipment utilization, physical design features for filter/motor access, and reclaim system reliability features.

30 April 2026 Addendum to 52.212-1

In addition to the 52.212-1 instructions, quoters shall submit a Technical Volume to support the technical evaluation. The technical volume shall demonstrate a detailed, thorough, and executable approach to each of the following technical elements:

Element 1 - Design Fidelity: Provide a conceptual engineering design and technical approach encompassing preliminary drawings, proposed site layout, and material selection.

Element 2 - Technical Capability: Provide detailed technical solutions for the four specific areas listed below:

1. Turnkey Facility and Structural Design: Detail the construction approach for the Pre-Engineered Metal Building (PEMB), ensuring a 40-year lifespan, modular expandability, and robust utility installation (water, sewer, electrical) with stubs for future expansion.

2. Blast Booth & Media Handling Systems: Detail the full-floor pneumatic media recovery and reclaim system, proving capability to clean Type V media to T.O. 1-1-8 standards during continuous operations.

3. System Integration & Cybersecurity: Detail the HMI/PLC system design, demonstrating comprehensive control, deep diagnostic monitoring, and passcode-protected supervisor adjustments.

4. Life-Cycle Management: Detail strategies for maximizing operational availability, including: how COTS equipment reduces reliance on proprietary parts; physical design features that ease access to filters/motors; and reclaim system features that ensure long-term reliability.
