About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring design-build services for a complete turn-key corrosion control facility at Davis-Monthan Air Force Base in Arizona, which will serve the 309th Aerospace Maintenance and Regeneration Group (AMARG). The facility will consist of a plastic media blast booth housed within a fully enclosed Pre-Engineered Metal Building (PEMB) and a separated maintenance support operations area for corrosion control of Aerospace Ground Equipment and ferrous-related items. Key contract requirements include comprehensive site investigations, utility design and infrastructure upgrades, complete design packages stamped by licensed Arizona Professional Engineers, formal Dust Hazard Analysis and Fire Protection Hazard Analysis, cybersecurity documentation, commissioning and acceptance test plans, and one-year warranties on all components plus five-year warranties on the PEMB structure. The evaluation will prioritize Commercial Off-The-Shelf (COTS) solutions with detailed justification required for any non-COTS selections, and the facility must support corrosion control operations on an unimproved site. The pre-solicitation notice was posted on March 31, 2026, with a due date for questions and intent to bid on May 30, 2026, and a formal solicitation is anticipated to follow.
This procurement is designated as a Total Small Business set-aside, with no incumbent contractors identified in the pre-solicitation materials. The contract will be firm-fixed-price, and no specific award value or budget range has been disclosed in the pre-solicitation notice. The facility design must include a blast enclosure measuring 20 feet in height by 20 feet in width by 40 feet in depth, two independent blast pots capable of 15-minute continuous operation, a pneumatic full-floor media recovery system, a Grade D breathing air system with specific monitoring equipment, and cascading pressure differentials across contamination control zones. The period of performance is anticipated to begin on or before August 31, 2026, with required completion by December 20, 2027, requiring approximately 16 months for design, construction, and installation. Training must be provided for up to eight operators and four maintainers, with formal acceptance contingent on successful independent completion of an operational performance demonstration using representative aerospace ground equipment.
