This construction project addresses the deterioration of a rock wall alongside the dam's spillway that has been eroding and accumulating fallen rock, posing a risk to the adjacent state roadway after nearly 62 years of service. The scope includes constructing two reinforced concrete rock anchored walls, implementing drainage improvements, and performing associated work such as paving, grading, and site restoration. The contract will be awarded as a single firm-fixed-price award using sealed bid procedures under FAR 14 and 36, with nine contractors submitting bids opened on April 23, 2026. All bidders were required to provide bid bonds equal to 20 percent of their bid amounts.

The nine bid submissions ranged significantly in price, from Allison Park Contractors, Inc. at $17.1 million to Thalle Construction Co., Inc. at $61.7 million, with the base contract and optional phases totaling between $25 million and $100 million. The project includes a base bid for rock wall stabilization work plus multiple optional items covering power line relocation, concrete construction, water testing, waterproofing, and additional phases for spillway concrete rehabilitation and existing road paving with culvert replacement. Work will be performed in Renovo, Pennsylvania, and the contractor must obtain necessary permits from the Pennsylvania Department of Environmental Protection before commencing construction activities.
