About this opportunity
The U.S. Army Corps of Engineers Baltimore District awarded contract W912DR26CA013 to Allison Park Contractors, Inc. on June 9, 2026, for rock wall stabilization at Alvin Bush Dam in Kettle Creek, Clinton County, Pennsylvania, under a firm-fixed-price design-bid-build contract with estimated construction value between $25 million and $100 million.
The project scope includes constructing two reinforced concrete rock-anchored walls to arrest progressive rock erosion that threatens Kettle Creek Road, along with drainage improvements, paving, grading, access roads, stairs, railing, and fencing. The dam's spillway wall, deteriorated over 62 years, has eroded nearly to the state roadway and generated fallen rock accumulation within the spillway. The contract includes obtaining necessary permits, including at minimum a Pennsylvania Department of Environmental Protection National Pollution permit. Award was made under unrestricted competition using FAR 14 and FAR 36 procedures.
