About this opportunity

The Department of Homeland Security Federal Law Enforcement Training Center seeks a new aluminum pedestrian truss bridge, with proposals due September 18 at 2:00 PM. This is a firm-fixed-price commercial acquisition under FAR Part 12; no set-aside applies.

Place of performance is Brunswick, Georgia. The bridge must be a heavy-duty, marine-grade aluminum Howe Truss configuration with a 5-foot inside clear width and 50-foot clear span without intermediate support columns and mill finish for corrosion resistance. Decking shall be high-traction, heavy-gauge aluminum plank with multi-directional anti-slip patterns. The design must comply with ASCE 7-05 for 110 mph wind speeds, accommodate 90 psf pedestrian live load per IBC codes, and support occasional 2,500-pound utility vehicle loads. A fully integrated mid-rail mounted LED lighting system with UV-resistant marine-grade PVC casing, drivers, power supplies, and controls is required. A licensed Professional Engineer must stamp all anchor bolt designs and specifications.

Delivery is FOB destination Continental U.S. to FLETC in Brunswick, Georgia; the contractor is responsible for all shipping costs and risk of loss. Only new parts are acceptable; remanufactured and gray market items are prohibited. All items must carry manufacturer's warranty. Offerors must register with SAM prior to award and submit electronically to Jeffrey.e.redecker@fletc.dhs.gov with unit and extended pricing, detailed descriptions with drawings and specifications, delivery timeline, and SAM UEI number. Evaluation factors are price, technical acceptance, and delivery capability. Amendment 1 added Buy American provisions (FAR 52.225-1 and 52.225-2) and a Questions and Answers attachment.
