About this opportunity

The Department of the Air Force Air Education and Training Command seeks procurement of one Pensky Martens Flashpoint Tester for Altus Air Force Base, with proposals due August 6, 2026 by 12:00 PM CDT and questions due August 4, 2026 by 11:00 AM CDT. This is a 100 percent small business set-aside under NAICS code 334516, Analytical Laboratory Instrument Manufacturing.

Place of performance is Altus, Oklahoma. The preferred product is the "Herzog OptiFlash Pensky Martens Flashpoint Tester"; however, any product meeting the salient characteristics in Attachment 1 will be considered technically acceptable. The tester must comply with ASTM D93 Methods A, B, and C and support critical fuels analysis on Joint Army/Air Force receipts per Technical Order 42B-1-1. Key technical specifications include a heating system with rates from 0.5 to 12 degrees Celsius per minute, an intelligent Pt 100 temperature probe with range of −50 to +450 degrees Celsius, automatic stirring from 0 to 300 RPM, thermal flash detection system capable of detecting flash points for all sample types, 7-inch colored touch screen with barcode reader, storage for 500 results and 200 products, USB data export with Excel compatibility, built-in fire sensors and fire extinguishing systems with external inert gas and alarm relay capability, and physical dimensions of 25 cm wide by 51 cm deep by 56 cm tall weighing 25 kg.

Evaluation employs a two-factor approach: Price (Factor 1) and Technical Acceptability (Factor 2). Best value results from selection of the technically acceptable quote with the lowest evaluated price. The Government will evaluate the three lowest-priced quotes for technical acceptability; if fewer than two meet technical requirements, evaluation continues through progressively higher-priced quotes until two technically acceptable quotes are identified. Quotations must remain valid for 90 days. Offerors must be registered in SAM with a UEI and must submit a secondary technical document with clear, detailed information demonstrating conformance to salient characteristics. Delivery is F.O.B. Destination to Altus AFB. Note: funds are not presently available; no award will be made until funds are available, and the Government reserves the right to cancel this solicitation at any time without obligation to reimburse offeror costs.
