About this file

This document is an Evaluation Factors attachment for federal contract solicitation FA441926Q0047 governing the evaluation of quotes for commercial products and services.

The solicitation employs a two-factor evaluation approach: Price and Technical Acceptability. Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Under Factor 1 (Price), the Government reserves the right to award to other than the low quote for a higher quality item. Under Factor 2 (Technical), vendors' quoted items will be evaluated against requirements specified in Attachment 1 - Flashpoint Tester Salient Characteristics, with quotes rated as either "Acceptable" (clearly meets minimum requirements) or "Unacceptable" (does not clearly meet minimum requirements). Technical submissions must be completed using a secondary document with clear, concise information including sufficient detail for effective evaluation. The evaluation methodology begins with the three lowest-priced quotes to assess technical acceptability. If fewer than two quotes meet technical requirements, the Government will continue evaluating progressively higher-priced quotes until two technically acceptable quotes are identified. By submission of a quote, vendors accept all solicitation requirements, including technical requirements and terms and conditions, with failure to conform potentially resulting in quote ineligibility for award without further evaluation.

Attachment 4 Evaluation Factors

FA441926Q0047

52.212-2 Evaluation—Commercial Products and Commercial Services. (Feb 2026)

(Deviation 2026-O0038)

As prescribed in 12.205(a)(2), insert a provision substantially as follows:

Evaluation—Commercial Products and Commercial Services (Feb 2026)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• Price

• Technical Acceptability (End of provision)

ADDENDUM TO RFO 52.212-2:

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions.

Failure to conform to solicitation requirements may result in a quote being determined not eligible for award without further evaluation. The evaluation criteria are detailed below:

Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item.

Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristic Attachment. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.

Rating Description:

“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it meets the requirements set out in Attachment 1- Flashpoint Tester Salient Characteristics

Evaluation: The evaluation will begin with the three lowest-priced quotes to determine their technical acceptability. If fewer than two quotes meet the technical requirements, the process will continue by evaluating the next lowest-priced quote. This evaluation will repeat, moving to progressively higher-priced quotes, until two technically acceptable quotes are identified.
