Update #12 ·
****The following questions and answers are provided for additional guidance:
Question #17: "Attachment_P1_-_Workforce_Qualifications" has no column requesting the names of the individuals filling the Position/Labor Category. Should a "Name" Column be added?
Answer #17: No "Name" Column is required; however, if Offerors would like to add a Name Column to their individual Attachment P1 Submissions, they may do so.
Question #18: In Section L, Part B, Subsection 2.1.1.4 of the solicitation, the labor category description for the Program Analyst position requires "Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Must have experience processing program acquisition, funding and contract documentation for military programs."
We have found that personnel at the "GS-12 Equivalent" pay grade do not have this requisite experience and believe that placing higher prices personnel in these positions who meet the category requisites will find offerors without incumbent personnel at a competitive disadvantage. It is requested that the "Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series)" requirement be removed.
Answer #18: The Labor Categories required for this effort are NAVAIR Standard Labor Categories and accordingly the requirements that accompany each are standard requirements. Accordingly, the requirements for Program Analyst remain unchanged.
The closing date for this solicitation has NOT been extended and remains 4:00 pm EST 4 April 2016.****.
