About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring Radio Frequency (RF) Switches under NSN 5985-01-512-9801EW, specifically part numbers 312827-102 and/or 312827-402, to support the AN/ALR-56M Advanced Radar Warning Receiver system installed on F-16 Blocks C/D and C-130J aircraft. The RF Switch serves as a critical component within Line Replacement Unit 7 (LRU-7) of the Super Heterodyne Receiver within the AN/ALR-56M Weapon System. Key contract requirements include compliance with ISO 9001-2015 standards, Buy American Act regulations, higher-level contract quality requirements, and submission of specific documentation including test procedures, Item Unique Identification marking plans, and counterfeit prevention plans. The solicitation follows a negotiated Request for Proposal process with proposals due on September 5, 2025. The government owns Source Controlled Drawings but does not possess unlimited rights to the complete technical data package, creating challenges for new vendor qualification and requiring specialized expertise for production.

This procurement does not utilize any set-aside designation and will result in a five-year requirements-type contract structured with a 12-month basic ordering period followed by four additional twelve-month ordering periods. The contract calls for procurement of 18 RF switches in the base year and 20 switches in each subsequent ordering period, totaling 98 switches over the contract duration under a firm fixed-price arrangement. The contract includes an Over and Above CLIN for unanticipated Diminishing Manufacturing Sources and Material Shortages mitigation activities, which may involve emergency component purchases, accelerated qualification testing, reverse engineering, and expert consultation. Performance will occur at Warner Robins Air Force Base in Georgia, with specific packaging requirements compliant with MIL-STD-129 and MIL-STD-2073-1 standards. The solicitation does not identify current incumbents or specific budget ranges, though the structured multi-year approach suggests a significant long-term procurement investment for this critical electronic warfare component.
