About this opportunity

The Department of the Navy Naval Supply Systems Command, through NAVSUP Fleet Logistics Center Norfolk, seeks to procure one Allied Marine Crane Model TB60-64 for the TSV-4 Narragansett vessel supporting Carrier Strike Group Four. The requirement specifies a knuckle boom or telescoping knuckle boom marine crane with minimum lift capacities of 22,000 lbs at 70 feet in-port, 10,000 lbs at 70 feet in sea state 4, and 15,000 lbs at 30 feet for partially submerged objects, along with additional specifications including an enclosed operator cab, stainless steel cylinder rods, and marine-grade corrosion protection. This is a sole source procurement classified under NAICS code 333923 with a size standard of 1,250 employees, requiring vendors to be registered in the System for Award Management (SAM) database prior to award. The solicitation deadline has been extended multiple times, with the current response date set for June 25, 2025, at 12:00 PM. Potential contractors must submit capability statements through beta.SAM.gov, and all inquiries should be directed to Brittany Simmons at the provided naval email address.

The procurement has undergone set-aside designation changes, currently designated as a Small Business set-aside after previously being classified as an 8(a) Program and Service-Disabled Veteran-Owned Small Business (SDVOSB) opportunity. Allied Systems Company, Inc. appears to be the intended sole source contractor based on the justification documentation, with the Navy determining that this company is the only contractor capable of providing the specific crane model required. While the contract value has been redacted from available documents, the procurement will be funded through FY25 Navy Other Procurement, Navy (OPN) appropriations. The crane must be delivered within 14 months of contract award and will be shipped to Building 3090 at 1320 Barnstable Country Road in Virginia Beach, VA, with the place of performance listed as Fort Story, VA. The procurement will replace an existing crane (serial number 1712) to ensure safe vessel operations for launching and recovering boats and other devices in open ocean environments.
