About this file
This document is a Sole Source Including Brand Name Justification for a naval procurement of an Allied Marine Crane Model TB60-64 for the USNS Narragansett (TSV-4), a training support vessel. The procurement is being conducted by NAVSUP Fleet Logistics Center Norfolk for Carrier Strike Group Four, with a total contract value that was redacted. The crane will replace the existing crane (serial number 1712) to ensure safe vessel operations, specifically to launch and recover boats and other devices in open ocean environments.
The procurement is a sole source action to Allied Systems Company, Inc., a small business, under 41 U.S.C. 1901 using simplified acquisition procedures. A Sources Sought Notice was posted from 19-21 March 2025, which received only one response from Techcrane International LLC, who was deemed not capable of meeting requirements due to integration challenges and lack of technical documentation. The required delivery date is 13-16 months after contract award, and the contract will be funded with FY25 Navy Other Procurement, Navy (OPN) appropriations. The Navy determined that Allied Systems is the only contractor capable of providing the specific crane needed, with no immediate plans to compete future contracts for this type of equipment.

SOLE SOURCE INCLUDING BRAND NAME JUSTIFICATION
1. Identification of Agency and Contracting Activity.
The requiring activity is Carrier Strike Group Four located in Norfolk, VA. The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept.
2. Description of the Action Being Approved.
This is a sole source action to be awarded as a new contract to Allied Systems, Company, Inc. This procurement action supports the provision of Allied Marine Crane Model TB60-64 for USNS Narragansett, replacing current crane serial number 1712, and model TB60-64. This is a new requirement, and the sole source provider is a small business.
3. Description of Supplies/Services.
The supply being procured is one (1) Allied Marine Crane Model TB60-64 for replacement of TSV-4 Narragansett’s current crane to ensure the safety of operation, due to the current crane reaching the end of serviceable life. Training Support Vessel Squadron 4 delivers training aids for fleet exercises and uses on-board cranes to launch and recover boats and other devices in the open ocean. M/V Narragansett (TSV-4) is a former fleet tug of the Powhatan Class designed to tow capital ships for the U.S. Navy. The Narragansett has been repurposed as a training support vessel.
The existing crane on the Narragansett is the Allied Systems TB 60-64 telescopic boom crane. It is now used to deploy and retrieve various targets of vastly different sizes and weights both pier side and at sea. Space constraints on the Narragansett will require supplier participation in crane system integration efforts
The total contract value is . The resultant contract will be funded with FY25 Navy Other Procurement, Navy (OPN) appropriations. The required delivery date is 13-16 months after contract award.
4. Statutory Authority Permitting Sole Source.
The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).
5. Rationale Justifying Use of Cited Statutory Authority.
The required supply will be a new requirement for an Allied Marine Crane Model TB60-64 for TSV-4 Narragansett. All supplies and services must be compatible in all aspects (form, fit, and function) with the existing crane system.
Operational Impact: Due to the nature of this purchase, The Government will integrate the selected crane package with the boat’s systems, ensuring the systems provide the performance necessary for the crane to operate to its full potential. It is necessary to achieve an optimum design solution. This operation helps carryout day to day operations such as lifting piping systems and other item that have weight restrictions. Crane load charts for various boom lengths and angles in all operational sea states.
Source Selection Information – See FAR 2.101 and 3.104
Document Number: 25-097 Secondly, the operational impact includes the high dollar value risk utilizing another company. Usage of another company would require re-construction of the entire crane system. The technical point of contact provided has reviewed the results of the sources sought and examined the Techcrane documents submitted, which upon review appear to be brochure pamphlets. The brochures provided that this product would not directly integrate with the vessel’s existing pedestal. Additionally, there is no data on the weight and moment data on the new crane, and there is not a load capacity chart to compare against the hoisting requirements of TSV-4. The vendor was therefore deemed not capable since it could not be established whether the proposed equipment would meet those specifications. Maintaining the stability regulations of the Classification Society is a mission critical technical requirement. If another vendor was utilized it would require a rebuild of the entire infrastructure that would far exceed the value of this contract and would be prohibitively expensive, these extra costs would not be expected to be recouped in any savings from competition. In addition, Allied Systems is the manufacturer of this crane, they are the only Contractor that can provide the crane needed.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.
The requirement will be synopsized and the solicitation will be posted to SAM.GOV. Additionally, a Sources Sought Notice was posted 19 March 2025, and it closed 21 March 2025 @ 10:00 am. There was a total of one vendor that responded to the Sources Sought Notice. That vendor was Techcrane International LLC. This vendor was not deemed capable of meeting this requirement, as discussed above in paragraph 5. It was determined that the only vendor that can meet the needs of this requirement is Allied Systems Company.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVSUP FLCN has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLCN will assess whether competition for future requirements is feasible.
9. Contracting Point of Contact. The point of contact at (e.g., Fleet Logistics Center Norfolk, is Christopher Whiteside, Code 217, at DSN 443-0780, commercial or by e-mail at christopher.d.whiteside2.civ@us.navy.mil.
