About this opportunity
The U.S. Forest Service seeks supply and installation of woven wire deer fence at the Allegheny National Forest in Pennsylvania, with sealed offers due July 28, 2026, and questions due July 14. This is a total small business set-away under NAICS 238990.
The contract requires 63,844 linear feet of eight-foot-high woven wire fencing (7–8 feet above ground with up to 1 foot overlap) across two ranger districts: Marienville Ranger District (33,771 linear feet across five projects) and Bradford Ranger District (30,073 linear feet across six projects). Work must commence within 10 calendar days of notice to proceed and be completed by October 31, 2026. Place of performance is Warren, McKean, Elk, and Forest counties, Pennsylvania, with submission due at USDA–FS CSA East 13 in Atlanta, Georgia.
The contractor must furnish all labor, supervision, equipment, tools, and materials including woven wire, ten-foot steel U-channel or treated wood posts, boards, hog rings, and staples. Scope includes hazard tree felling within striking distance, clearing an 8–12-foot access corridor, and stabilizing the fence row. The contractor must remain within 20 feet of flagged fence lines; verbal approval from the Contracting Officer's Representative allows adjustments up to 10 feet, while written modification is required for changes exceeding 15 percent of linear footage. Pricing is submitted per linear foot; payment is based on final constructed footage after remeasurement. All Davis-Bacon wage and fringe benefit requirements apply per General Decision PA20260002. For awards exceeding $35,000, the contractor must provide bonding or an irrevocable letter of credit equal to 100 percent of award price within 10 days. Prices must remain firm for 90 calendar days from the offer due date. Award will be made to the lowest-priced responsive quoter. Amendment 0001, effective July 20, requires acknowledgment of receipt and directs invoicing to the Department of Treasury's Invoice Processing Platform.
