About this file

This is a Schedule of Items from a firm, fixed price solicitation for fence construction services at the Allegheny National Forest in Pennsylvania. The contract requires the supply and installation of woven wire deer fence across two ranger districts: Marienville Ranger District (33,771 linear feet across five separate fence projects) and Bradford Ranger District (30,073 linear feet across six separate fence projects), for a total contract requirement of 63,844 linear feet. Pricing is submitted on a per-linear-foot basis, with individual unit prices required for each fence project and a total contract price calculation. All questions regarding the solicitation are due by July 14, 2026.

Key requirements include contractor registration on www.sam.gov, submission of a technical proposal with the offer, and compliance with Davis Bacon wage and fringe benefit requirements with weekly certified payrolls. For contracts exceeding $35,000, contractors must provide bonding or an Irrevocable Letter of Credit (ILC) equal to 100 percent of the award price within ten days of contract award. The solicitation is a total small business set-aside. Prospective bidders are strongly encouraged to conduct site visits to assess work scope, with access to locked gate locations available through the Forest Service contact Kevin Wiltsie. Pay quantities are based on design quantities (DQ) and may be adjusted if the Contracting Officer authorizes changes or determines design errors of 15 percent or more, or if the contractor submits written evidence of such errors.

BID NOTES:

1. Contractor must be registered www.sam.gov to be considered.

THIS IS A FREE REGISTRATION.

2. Bidder is required to submit a technical proposal with your offer. See Section L & M for preparation instructions.

3. Award will be made to one contractor for this contract. You must submit pricing for all items, including any option items and/or option years.

4. There is a requirement for bonding and/or payment protections (Irrevocable Letter of Credit (ILC) or payment bond) if quote is over $35,000. The bonds or ILC will be for 100% of the award price and submitted within 10 days after contract award. See Section I for additional information.

5. The Method of Measurement, "DQ" stands for Design Quantities. The quantities denote the final number of “Pay Units” (Linear Feet) to be paid for under the terms of the contract. They are based upon the original design data available. Changes in the number of units shown may be authorized under any of the following conditions:

· As a result of changes in the work authorized by the Contracting Officer.

· As a result of the Contracting Officer determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.

6. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designated quantity is believed to be in error.

7. This Solicitation will result in a firm, fixed price construction contract. 8. There is no pre-bid meeting for this project, prospective bidders are “strongly encouraged” to view the sites themselves to make their own estimate on the amount of work involved. Please allow at least 48 hours for access arrangements to be made.

9. Additional technical information or assistance with locating the specific project areas, may be obtained by contacting the Contracting Officer, who will then contact the appropriate technical professional.
