About this opportunity
The Department of Agriculture Forest Service seeks manual and mechanical mastication of mountain laurel and other undesirable woody vegetation under 6 inches DBH across approximately 313 acres on the Allegheny National Forest's Bradford Ranger District, with quotations due August 17, 2026 and questions due August 7, 2026 at 12:00 PM Eastern Time. This is a Total Small Business Set-Aside under NAICS 115310 with a $11.5 million size standard.
Place of performance is Bradford, Pennsylvania. The work spans ten contract line items ranging from 4 to 57 acres per unit and includes manual treatment in intermittent stream buffers (10-foot protected zones), dry drainages, and areas inaccessible to mechanized equipment. Contractors must use specialized rotary cutting mower or horizontal drum equipment such as FECON bull hog brush cutters; traditional brush hogs are unacceptable. Treatment must occur outside the nesting season of April 1 through June 30. Contractors must protect desirable species (oak, hickory, butternut, American chestnut, black walnut, and white pine), limit ground disturbance to the top 6 inches of soil, remove all non-native invasive species greater than 1 foot in height, and clear slash from rights-of-way, private property lines, recreational trails, and gas well openings. Period of performance runs from August 24, 2026 to December 7, 2026.
Key personnel must demonstrate expert mastication operations experience, supported by resumes. Evaluation applies a two-step process: Step 1 is a Pass/Fail technical capability assessment covering demonstrated ability to perform manual and mechanical mastication, meet treatment restrictions, protect overstory timber, provide suitable equipment, and comply with OSHA standards; Step 2 awards to the lowest-priced acceptable quotation. Offerors must hold prices firm for 90 calendar days and supply all labor, equipment, and supervision. Service Contract Labor Standards apply, with Forestry Technician base wages of $27.32 per hour plus fringe benefits. Amendment 0001 added the Period of Performance with all changes highlighted in yellow. No formal site visit will be conducted.

This project involves manual and mechanical mastication of mountain laurel and other undesirable species under 6 inches DBH within designated areas of the Allegheny National Forest. Vegetation density varies, requiring contractors to assess on‑the‑ground conditions to determine where mechanized equipment can be used versus areas requiring manual treatment, such as intermittent stream buffers, dry drainages, and locations inaccessible to machinery. All treatment areas are reachable from forest roads unless an alternate route is approved in writing by the COR. Virtual unit boundaries are provided on georeferenced PDF maps, with shapefiles available upon request. Units will be marked with orange “2026 Mastication” tags that contractors must locate, initial, and date prior to beginning work to confirm the correct unit. Please refer to the attachments for additional details."
