About this opportunity

U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security, is conducting market research through a Request for Information (RFI) regarding the procurement of All-Terrain Vehicles (ATVs). The agency seeks to evaluate industry capability to supply 285 ATV units across four Yamaha models to support nine CBP sectors nationwide. Key contract requirements include that all vehicles must be new, American-made, commercially available units with specific technical specifications, including manufacturer-approved heavy-duty upgrades such as brush guards, aluminum skid plates, and hand guards. Respondents must be authorized manufacturer distributors and provide information addressing company identification, NAICS code classification, GSA contract status, delivery capability within 90 days, proposed pricing structure, and any concerns regarding the draft Statement of Work. RFI responses are due electronically to Contracting Specialist Jesus Solis at jesus.solis@cbp.dhs.gov no later than 5:00 p.m. MST on April 22, 2026, with questions to be submitted in writing via email by the same deadline.

This RFI does not utilize any set-aside designations and represents a one-time purchase order with no identified incumbent contractors. The procurement totals 285 units consisting of 152 Yamaha Grizzly 700 EPS units, 74 Kodiak 700 EPS units, 45 Kodiak 450 EPS units, and 14 Raptor 700 units, with all deliveries to be completed within 365 days of contract award but initial deliveries required within 90 days. The specific budget or award value has not been disclosed in the RFI materials. CBP emphasizes that this RFI is for market research and planning purposes only; no contract award will result from RFI submissions, no payment will be made for information provided, and participation in this RFI does not preclude participation in any future formal solicitation, which will be posted on SAM.gov.
