About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), operating under the Department of Health and Human Services, is soliciting proposals for comprehensive primary barrier equipment and decontamination services across multiple high-security research facilities. The contract requires the successful contractor to provide certification, maintenance, repair, decontamination, and emergency response services for specialized laboratory equipment including biological safety cabinets, HEPA filters, chemical fume hoods, autoclaves, and animal care modules. Key requirements include annual equipment certifications, emergency response capabilities within 2-8 hours depending on location, detailed service documentation for invoicing purposes, and staffing with technicians experienced in Biosafety Level 3 and 4 environments. The solicitation specifies that vendors must handle scheduling, coordinate unit access, perform preventative maintenance, and conduct risk assessments, with proposals due by December 26, 2025, at 3:00 PM. The anticipated contract award date is February 4, 2026, and interested parties should refer to Amendment 1 for clarifications regarding specific RFP requirements and facility accessibility.

This solicitation is designated as a total small business set-aside, meaning only certified small businesses are eligible to compete for the contract. The five-year firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract carries an estimated value range of $2,500,000 minimum to $19,000,000 maximum, reflecting the comprehensive nature of services required across multiple sites. Services will be distributed throughout the year with scheduled quarterly facility shutdowns, and the contractor must propose appropriate staffing levels for supervisors and technicians at different locations. Place of performance includes all NIH locations in Maryland—Bethesda Main Campus, NIAID Integrated Research Facility at Fort Detrick, leased facilities in Montgomery County, Poolesville, and Baltimore—as well as the NIAID Rocky Mountain Laboratory in Hamilton, Montana. NIH authorized ordering officials will place orders directly with the selected contractor according to the established terms and conditions.
