About this opportunity
The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Division is soliciting proposals for the production, packaging, and delivery of All-Purpose Personal Protective Equipment Modernization (AP-PPE Mod) ensembles for the Joint Program Manager for Chemical, Biological, Radiological, and Nuclear Special Operations Forces. The contractor will perform cut and sew operations using government-furnished materials from W.L. Gore & Associates to produce chemical/biological protective overgarments with attached hoods designed to provide protection against chemical warfare agents for up to 24 hours. A mandatory requirement is that the selected vendor or their subcontractor must obtain current certification from W.L. Gore demonstrating they have met all necessary training requirements to work with the specialized materials. Proposals will be evaluated using a best-value approach based on four factors in order of importance: Technical (Cut & Sew Manufacturing), Quality, Past Performance, and Cost/Price, with technical factors being most important. The current proposal submission deadline is August 8, 2025, at 12:00 PM Eastern Time, with questions due by July 31, 2025.
This procurement is designated as a 100% small business set-aside under NAICS code 315210 with a size standard of 750 employees, structured as a hybrid, single-award indefinite-delivery/indefinite-quantity (IDIQ) contract with firm-fixed pricing. The contract will produce up to 26,000 AP-PPE Mod ensembles across multiple sizes (X-Small to XX-Large in short, regular, and tall variations) over a five-year anticipated ordering period from September 2025 through December 2030. The minimum contract value is established at $150, though no maximum value is specified in the available documentation. The contractor must demonstrate capability to produce between 1,000 to 5,500 integrated protective systems every 90 days during surge requirements and maintain ISO 9001 Quality Management System certification. Performance will take place at the contractor's facility, with first article testing requiring delivery of twelve garments (one of each size configuration) to the US Army DEVCOM Chemical Biological Center within 60 calendar days of contract award.
