About this file

This document is a detailed Statement of Work (SOW) for the All Purpose - Personal Protective Ensemble Modernized (AP-PPE MOD) Overgarment for military personnel. The SOW specifies comprehensive requirements for a one-piece chemical protective coverall with an attached hood, designed in Alpha Green/Black color and available in multiple sizes ranging from X-Small to XX-Large, including short, regular, and tall variations. The garment is constructed using specialized materials from W.L. Gore & Associates, including protective static and stretch laminate fabrics, and is engineered to provide chemical warfare agent protection for up to 24 hours at 10 grams per square meter.

The associated federal contract opportunity, solicitation number W911QY25RA017, is issued by the U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Division, seeking production of up to 26,000 AP-PPE Mod ensembles. Key requirements include cut and sew manufacturing using government-furnished materials, with the selected vendor or subcontractor required to obtain W.L. Gore certification for material handling. The solicitation includes specific technical specifications for material composition, seam construction, sizing, labeling, and performance testing, with all questions to be submitted by July 22, 2025. A formal amendment was planned for July 17, 2025, updating packaging and marking requirements.

4.6 Methods of inspection.

4.6.1 Visual shade matching. The color and appearance of the overgarment material shall match the standard sample (see 3.6) when viewed using the AATCC EP9, Evaluation Procedure for Visual Assessment of Color Difference of Textiles, Option C (see 6.5), with sources simulating artificial daylight D75 illuminant with a color temperature of 7500 (± 200) K illumination of 100 (± 20) foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2856 (± 200) K.

4.6.2 Liquid/vapor challenge agents. The test method for determining liquid agent penetration of the overgarment shall be the U.S. Army Test & Evaluation Command Test Operations Procedure 8-2-501A, “Permeation Testing of Materials with Chemical Agents or Simulants (Swatch Testing).” Dual flow method is required for this material system. Submissions that do not meet the requirements specified in 3.5.2.1 and 3.5.3.1 shall be considered failures. Samples shall be pretreated with simulated seawater prior to application of the chemical agent. Pretreatment of the swatches shall consist of a one (1) hour immersion in simulated seawater followed by blotting of the samples.

4.6.3 Hydrostatic resistance. Overgarment hydrostatic resistance shall be conducted per ASTM D751, Procedure A. Overgarment samples shall be randomly selected on the seams throughout the suit, while avoiding zippers and Cordura reinforced sections. Extended Hood samples shall be randomly selected on the seams throughout the hood. The sample size of 8.5inches by 11-inches are cut for the Gelbo-Flex and of that a 4-inch hydrostatic swatch is cut on the seam and tested. A total of 6 samples per lot are cut and tested from 3 to 4 overgarments and a total of 4 samples per lot are cut and tested on the hoods.

4.6.4 . Toxicity test. When required, (see 6.2) an acute dermal irritation study and a skin sensitization study shall be conducted. When the results of these studies indicate the textile material is not a sensitizer or irritant, a Repeat Insult Patch Test shall be performed in accordance with the Modified Draize Procedure (see 2.3). If toxicity requirement (see 3.14) can be demonstrated with historical use data, on the finishing treatments used, toxicity testing may not be required (see 6.2).

4.7 Contract Data Requirements.

The contractor shall develop and submit a QAPP to include management of major suppliers, subcontractors, or teaming partners that details its QA process to ensure the manufacture of acceptable products. The QAPP shall be developed in accordance with CDRL A004.

4.7.5 Production Surge Plan (PSP). The contractor shall develop a Production Surge Plan to manage requirements in the event that surge capacity should increase by 50 percent over line item quantities. The plan should detail internal processes to secure raw materials, to ramp up production capability, provide needed human resources, and ensure rapid deliveries to multiple destinations. The PSP shall be developed and delivered in accordance with CDRL A005.

4.7.6 The contractor shall prepare and deliver data, including Certificates of Compliance and Production Correlation Lists in accordance with CDRLs A006 and A007, respectively.
