About this opportunity
The United States Transportation Command is seeking a contractor to provide comprehensive Stevedoring and Related Terminal Services (S&RTS) at all designated seaports throughout Turkey, including both commercial and military ports. The services encompass vessel loading and unloading, cargo staging, documentation management, customs clearance, warehousing, and handling of military supplies, vehicles up to 150,000 lbs, aircraft, hazardous materials, and containerized/breakbulk cargo. Operations must be conducted 24 hours per day, 365 days per year, with contractor-furnished equipment and qualified labor including stevedores, longshoremen, and crane operators. The evaluation will employ a Lowest Price Technically Acceptable (LPTA) methodology, with technical proposals rated as either Acceptable or Unacceptable based on a Technical Worksheet and Mission Essential Plan, each with strict page limits. The original proposal deadline was December 1, 2025, but was extended to December 3, 2025, at 0600 CST via Amendment 0001, with two rounds of questions and answers posted to clarify requirements.
This procurement is designated as a Women-Owned Small Business (WOSB) set-aside. S & D Global Transportation & Logistics GMBH was awarded the contract on April 14, 2026, with a contract value of $16,392,427.91 for an Indefinite Delivery, Indefinite Quantity (IDIQ) fixed-price contract. The contract performance period extends from June 1, 2026, through May 31, 2031, with an optional six-month extension through November 30, 2031, and a minimum order value of $2,500 for the first twelve months. Services will be provided across nine ports in Turkey: Iskenderun, Mersin, Tekirdag, Bandirma, Tasucu, Samsun, Izmir, Haydarpasa, and the Agalar Military Port, with average vessel stay times of 72 hours and port mission durations ranging from 5 to 20 days. The work will be performed in Turkey under the administration of the 839th U.S. Army Transportation Battalion.
