About this opportunity

The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for comprehensive runway maintenance services at Waldron Outlying Airfield in Corpus Christi, Texas. The contract scope requires the removal of built-up rubber deposits and complete repainting of runway markings for runways 18/36 and 13/31, addressing critical aviation safety hazards that have accumulated on approximately 220,000 square feet of runway surface. Contractors must remove 90% of visible rubber on concrete pavements and 85% on asphaltic surfaces while completely removing loose or flaking paint using specialized water blasting equipment. The work must comply with naval facility engineering standards, environmental regulations, and the Electronic Construction and Facility Support Contract Management System (UFGS 01 31 23.13 20). A mandatory site visit is scheduled for August 1, 2025, requiring pre-approved base access through an Electronic Guest Sponsorship form, and all proposals are due by August 22, 2025, at 3:00 PM CST. The solicitation includes a pre-proposal inquiry process and requires submission of a bid bond equivalent to 20% of the total bid price or $3,000,000, whichever is less.

This opportunity is designated as a Total Small Business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction), with the solicitation document indicating preference for certified 8(a) contractors. The estimated contract value ranges between $250,000 and $500,000, structured as a firm-fixed-price construction contract with a performance period of 45 calendar days for completion, including a 7-day lead-time allowance. Work operations are restricted to normal business hours (7:30 AM to 4:30 PM, Monday through Friday) and must be completed within the specified timeframe while maintaining strict adherence to environmental protection protocols. The project location is Naval Air Station Corpus Christi, Texas, specifically at the Waldron Outlying Airfield, where contractors will be responsible for all supervision, transportation, labor, materials, and equipment necessary for the runway rehabilitation. All completed work must include a one-year warranty on both workmanship and materials, ensuring long-term quality assurance for this critical aviation infrastructure project.
