About this opportunity
The Department of Agriculture's Agricultural Research Service (ARS) is procuring 2,000 tons of alfalfa hay bales through Solicitation Number 1232SA26Q0041, issued as a Request for Quotation (RFQ). The hay must meet specific technical requirements including large round or square bales of grinding quality from the 2025 crop year, with a minimum of 16% crude protein and total digestible nutrients between 55-60%, with each bale weighing at least 1,000 pounds and free of mold and foul odors. The government will utilize a lowest price technically acceptable evaluation method, assessing offers based on price, technical acceptability, and past performance, with contractors required to demonstrate how their product meets minimum specifications through supporting documentation. All quotations must be submitted electronically in PDF format by January 8, 2026, and interested vendors are encouraged to direct any questions in writing to the designated points of contact prior to the submission deadline.

No incumbent contractor or award value information is specified in the solicitation documents. The procurement requires delivery of the hay bales to USDA/ARS/USMARC in Clay Center, Nebraska by March 31, 2026, with deliveries scheduled during normal business hours (7:00 AM to 3:30 PM, Monday through Friday). All prospective vendors must be registered in the System for Award Management (SAM.gov) and enrolled in the Invoice Processing Platform (IPP) for payment processing.
