About this opportunity

The U.S. Coast Guard is conducting a Sources Sought Synopsis to procure three modern marine diesel generator sets for the CGC Alex Haley, a vessel homeported in Kodiak, Alaska. The agency seeks to replace four existing 300 kW obsolete generator sets with new generator sets that have a minimum capacity of 350 kW per unit. Key requirements include compatibility with existing ship fuel, exhaust, and cooling systems, compliance with EPA Marine Tier 3 emissions standards, and type-approval from a maritime classification society. The Coast Guard will evaluate potential vendors based on reliability, supportability, technical specifications, and the ability to provide generator sets that meet precise operational parameters. Interested parties are required to submit their responses via email by April 24, 2025, at 4:00 p.m. Eastern Standard Time, with the understanding that this is a market research activity and not a formal solicitation.

The pre-solicitation notice does not indicate any specific set-aside designations for the contract. The generators must fit within a 154" x 60" x 88" size envelope and be capable of operating on NATO F76 and F44 fuels, with a desired service life of 20 years. While no specific award value is provided, the project involves replacing three generator sets with complex marine-grade equipment. The CGC Alex Haley is a 282-foot vessel weighing 2,592 long tons, and the new generator sets must integrate seamlessly with its existing infrastructure. The Coast Guard will use the responses to this Sources Sought Synopsis to inform its acquisition strategy, potentially leading to a future formal solicitation for the generator set replacement project.

New generator sets will need to fit and be adapted during install to the existing fuel, exhaust, and cooling systems. A quantity of 3 new generator sets is requested at a minimum capacity of 350 kW per generator, reliability and supportability will be an important factor for the proposal to be developed.

The CGC Alex Haley (WMEC-39) is homeported in Kodiak, AK 99619. The CGC Alex Haley is 282 feet long, 59 feet wide, drafts 17 feet (at full load), and weighs 2,592 long tons (at full load).
