About this file
This document is a Request for Information (RFI) for diesel engine generator sets for the U.S. Coast Guard's CGC Alex Haley. The requirements specify 3 generator sets with a minimum rating of 350 kW, 450 VAC, 60 Hz, and 0.8 lagging power factor, designed to fit within a 154" x 60" x 88" size envelope. Key technical specifications include EPA Marine Tier 3 emissions compliance, compatibility with NATO F76 and F44 fuel, seawater heat exchanger cooling, air-starting capability, and type-approval by an American or European maritime classification society.
Additional requirements cover the generator set's technical details, including a 20-year service life, Woodward 2301E electronic speed and load sharing controller compatibility, specific alternator characteristics (including NEMA Class H insulation), and air-starting at 300 psi. The vendor is requested to provide comprehensive documentation, including detailed datasheets, electrical parameters, factory acceptance test plans, and a rough order of magnitude pricing. The generators are intended to replace existing obsolete 300 kW machines on the CGC Alex Haley, which is homeported in Kodiak, Alaska.

Text version
1. Quantity 3 diesel engine generator sets, with the following rating: minimum of 350 kW, 450 VAC, 60 Hz, 0.8 lagging power factor.
2. The generator set including skid and all attached auxiliary components must fit within the size envelope (length x width x height): 154” x 60” x 88”
3. Expected fuel consumption to be approximately 22.7 gallons per hour at electrical load of 350 kW.
4. The generator diesel engine must be designed for compliance with Environmental Protection Agency (EPA) Marine Tier 3 emissions standards for constant speed auxiliary engines, in accordance with current version of 40 CFR 1042 as of February 2025.
5. Largest motor starting load for planning purposes: 315 kW. The vendor may consider operation of 2 generators in parallel for meeting this requirement.
6. Generator set must be type-approved by an American or European maritime classification society for auxiliary power generation service. Alternator must be compliant with American Bureau of Shipping (ABS) Marine Vessel Rules (MVR) section 4-8-3, and engine must be compliant with ABS MVR section 4-2-1.
7. Minimum designed service life 20 years, please provide evidence of engines in service and specific application.
8. Vendor is requested to provide details regarding ability to provide service and spare parts to Kodiak, AK.
9. Fuel system must be compatible with NATO F76 and F44.
10. Engine must be heat exchanger cooled using attached seawater pump. Installed auxiliaries on the generator set skid must include seawater and jacket water cooling pumps.
11. Engine must be air-started – existing service is stored at 300 psi.
12. Alternator bearings: 2-bearing design is preferred, but may offer single-bearing design if there is application data to show reliability in high-vibration environment.
13. Alternator must be provided with 3-phase permanent magnet generator (PMG) excitation source.
14. Exciter field resistance is expected to be above 9 ohm, but if standard type-approved offering is below this level, please specify.
15. Alternator insulation rating is expected to be NEMA Class H with a designed temperature rise of NEMA Class B, according to IEEE 45.1, section 8.4.3 requirements. If standard type-approved generator set does not meet this requirement please specify what is available.
16. Generator set control system must be compatible with Woodward 2301E electronic speed and load sharing controller.
17. Vendor is requested to provide information on available and recommended local and remote engine controls with datalogging capability, including specific parameters monitored by the control system in the standard type-approved system.
18. Vendor is requested to provide recommended factory acceptance test plan for type-approved generator sets.
19. Vendor is requested to provide the datasheet including electrical parameters for the recommended alternator – at a minimum: subtransient, transient, synchronous reactance, excitation voltage and current, bearing specifications, efficiency, short-circuit decrement curve, motor starting curves.
20. Vendor is requested to provide rough order of magnitude (ROM) price for complete generator set (ex-works price), with prices for specific options as alluded to in this RFI.
