About this opportunity

The Department of the Interior National Park Service Alaska Region seeks development of a marine oil spill preparedness training course and video for NPS and Department of Interior personnel, with proposals due June 10, 2026 and vendor questions due May 28. This is a total small business set-aside under NAICS 541620 (Environmental Consulting Services, $19 million size standard).

Place of performance is the NPS Alaska Regional Office in Anchorage, with an estimated performance period of August 1, 2026 through July 31, 2027. The solicitation comprises a Base Item covering project management, preliminary storyboard development, script and narrative creation, and partner review coordination to deliver a shelf-ready product, plus an Option Item for final video compilation and polishing. The video must be 15–20 minutes, modular, continuous-play format with no interactive elements; it must meet ADA compliance per Section 508 of the Rehabilitation Act and WCAG 2.1 Level AA standards. The contractor shall source all materials from public online sources or externally acquired content, with motion graphics developed case-by-case; no field capture is required. The government will provide a table of recommended public media directories as Government Furnished Materials. Subcontractors may fulfill subject matter expert, storyboard/script, and video production roles under prime contractor management. Video samples are not required; past performance descriptions and references are acceptable.

The contractor must assign a Project Manager with at least three similar projects completed within five years and a Subject Matter Expert with minimum five years' marine casualty/spill response and ICS experience. Award will be made on best value basis, evaluated on technical capability, relevant experience, and total price determined fair and reasonable. Payment is structured in seven phases, ranging from 5% upon post-award coordination meeting to 20% upon final video approval. All invoices must be submitted electronically through the Treasury Invoice Processing Platform. Amendment 01, dated May 26, extends the closing date to June 10 and provides answers to vendor questions; vendors must acknowledge receipt of the amendment with their proposals.
