About this file
This file is a Questions and Answers document for federal contract opportunity 140P9726Q0036 addressing inquiries regarding a training video production project.
The project requires development of an internal training video for park and Department of Interior personnel on preparedness and response topics, with a maximum runtime of 15-20 minutes in a modular, continuous-play format requiring no interactive elements. The contractor will source all materials from public online sources or externally acquired content, with motion graphics developed on a case-by-case basis to support messaging. This is a desk-based project with no field capture required. The government will provide a table of recommended public media directories as Government Furnished Materials. The final video product must meet ADA compliance standards per Section 508 of the Rehabilitation Act and WCAG 2.1 Level AA standards, with no upload required from the contractor. The contract structure separates the Base Item—covering project management, storyboard development, script/narrative creation, and partner review to achieve a "shelf-ready" product—from an Option Item for final video compilation and polishing. A draft reference recording or text script is sufficient; professional voiceover recording is not required for the Base Item. Subcontractors may fulfill subject matter expert, storyboard/script, and video production roles under prime contractor management. Video samples are not required with proposals; past performance descriptions and references are acceptable. The government will leverage substantial existing preparedness and response materials from participating agencies and partners as a framework, with content approval conducted collaboratively across all agencies involved.

QUESTIONS & ANSWERS
140P9726Q0036
Q1. Is the envisioned final video product intended primarily as an internal training tool, an external educational resource, or a combination of both?
A1. This is an internal training tool for park personnel / DOI personnel.
Q2. Is the government envisioning significant original field production, or primarily motion graphics/archival media integration supported by limited field capture?
A2. No field capture requested. All material will be sourced from public online sources or acquired from external sources. Any motion graphics developed are on a case-by-case basis to assist in supporting messaging and the purpose of the training video.
Q3. Should vendors anticipate field capture across multiple Alaska coastal regions, or is the government currently envisioning a more centralized production approach?
A3. No field capture is requested for this project. This is a desk-based project sourcing materials from public online platforms, securing short video clips, or generating short supporting graphics on a case-by-case basis.
Q4. Is there an anticipated runtime or preferred modular structure for the final training deliverables?
A4. Run time is anticipated to be 15-20 minutes maximum. Preferred modular structure is run video, no integration of clicking or pop ups required.
Q5. Are there existing preparedness or response media assets available to the selected contractor for reference or integration?
A5. Yes, under Government Furnished Materials provided in the SOW we will provide:
1. Table of recommended but not exhaustive list of public media directories for video sources.- these are publicly sourced and are no cost.
Q6. Should vendors anticipate working primarily from existing preparedness and response materials across participating agencies and partners, or developing portions of the training structure and scripting more collaboratively during the project?
A6. There is substantial material already generated across existing agencies and partners already, including the link under Government Furnished Materials to be provided
(https://irma.nps.gov/DataStore/Reference/Profile/2313915) as a framework for the National
Park Service focus. But the confirmation of agency participation and approval of the video content is all collaborative.
Q7. For the Option Item, should offerors price the full final video media production separately from the Base Item, with the Base Item limited to project management, storyboard, script/narrative, and partner review?
A7. Yes. The idea is that the storyboard and script narrative and final partner approval ensures the video is shelf ready. Final video compilation and polishing is the option item.
Q8. Are there specific DOI Talent formatting, file type, length, accessibility, or upload requirements for the final video product?
A8. The final video product will be required to meet ADA compliance. Under U.S. federal law, ADA compliance for video production is implemented through Section 508 of the
Rehabilitation Act and guided by WCAG 2.1 Level AA standards. Video length is anticipated to be no more than 15-20 minutes long and no upload is required by the contractor.
Q9. For the required written and recorded versions of the script/narrative, is the government expecting a professional voiceover recording as part of the Base Item, or only a draft/reference recording?
A9. A draft reference recording and/or text script is sufficient. Please review Instructions to
Offerors in the solicitation for the required minimum quote content.
Q10. Are subcontractors permitted to fulfill the SME, storyboard/script, and video production roles if the prime contractor manages the overall project?
A10. Yes. Please review Instructions to Offerors in the solicitation for the required minimum quote content.
Q11. Are offerors required to submit sample videos or work samples with the quote, or are past performance descriptions sufficient?
A11. Video samples are not required but if there are links to public sources for reference, they will be reviewed. Otherwise, past performance descriptions and source information are sufficient. Please review Instructions to Offerors in the solicitation for the required minimum quote content.
