About this opportunity
The U.S. Fish and Wildlife Service is soliciting quotations from qualified sculptors to design, fabricate, and install an exterior bronze sculpture exhibit featuring a life-like caribou family at the Tok Main Street Interagency Visitor Center in Tok, Alaska. The project requires the contractor to create three anatomically accurate bronze sculptures approximately 1.125 to 1.25 times actual size, depicting an adult female cow with alert pose, a yearling, and an adult male bull with large antlers in a loping gait, all patinated for natural color contrast and securely mounted to concrete pads. Evaluation will be based on technical approach, relevant experience and past performance, and price, with non-price factors weighted approximately equal to price when combined, and award will be made to the responsible small business source offering the best value. The quotation submission deadline is February 24, 2026, at 12:00 PM Eastern Time, with responses to be submitted via email as a single PDF document not exceeding 15 pages and including an SF 1449 form, company information, completed FAR provisions, technical narrative describing design and fabrication methodology, at least two past performance references, and pricing information.
This procurement is designated as a total small business set-aside with no current incumbent contractor, as this is a brand-new contract. The period of performance extends from the award date through June 1, 2027, with critical inspection and acceptance milestones including approved sketches and maquettes by June 15, 2026; mounting bracket drawing approval by September 1, 2026; bronze sculpture approval by April 15, 2027; and final installation completion by June 1, 2027. The place of performance is 1314 Alaska Highway, Tok, Alaska 99780, where the sculptures will be installed on the Visitor Center lawn to serve as a visual attraction for approximately 250,000 annual visitors traveling the Alaska-Canada Highway. The contractor must provide all labor for installation and related work including welding, along with their own welding equipment and bronze finishing materials, while the government will provide the hoist, lifting equipment, ladders, and power and hand tools. Alaska prevailing wage rates apply to this contract under Wage Determination No. 2015-5687, with rates varying by occupation classification.
