About this file
This is a Request for Information (RFI) Questions and Answers document for a caribou sculpture installation project at Tetlin National Wildlife Refuge in Tok, Alaska, managed by the U.S. Fish and Wildlife Service (USFWS).
The contractor is responsible for providing all labor to install the sculptures and perform related touchup work, including welding antlers onto the sculptures. The contractor must provide their own welding equipment and bronze finishing materials. The Government will provide the hoist/lift, straps for lifting, ladders, and power and hand tools. Payment will be structured as firm fixed line items reflecting major project milestones: Display Sketches (00010), Sculpture Model (00011), Wax Model (00012), Bronze Casting (00013), and Site Installation (00014). This is a brand-new contract with no incumbent. Design phase deliverables including initial sketches and clay maquette photos should be submitted electronically as email attachments to USFWS Alaska Region and Tetlin National Wildlife Refuge for review and approval. The contractor must furnish a detailed diagram of the sculpture base including exact dimensions, anchoring/bolt pattern specifications, and clearance requirements; the refuge will prepare the concrete pad based on these specifications. The contractor is not responsible for pouring the concrete pad. A summer-time photo of the installation location has been provided, with additional close-up images to be sent once snow melts. The revised delivery date is October 1, 2027.

7. Does the contractor have to provide or create the concrete pad in which these sculptures are going on?
The contractor is not responsible for providing or pouring the concrete pad for the sculptures; this will be completed by the refuge. However, the contractor must furnish a detailed diagram of the sculpture base to ensure proper preparation of the pad.
