About this opportunity
The Department of Veterans Affairs Veterans Health Administration is conducting market research to identify potential contractors for a Rodent Health Surveillance Monitoring and Testing program at the VA Portland Research and Development department. The solicitation seeks a contractor to provide quarterly disease testing services for rodent research colonies, focusing on testing sentinel animals for viral, bacterial, and parasitic infections to maintain a Specific Pathogen Free (SPF) colony. Vendors must demonstrate clear capability to meet the contract requirements, with a minimum response including point of contact, business size, capabilities description, VetCert certification (if applicable), SAM registration, and Unique Entity ID. The evaluation will assess vendors' ability to perform comprehensive PRIA testing for mouse, rat, and prairie vole colonies, including HEPA filter testing. Interested firms must submit responses electronically to amy.kuczajda@va.gov by 7:00 PM Mountain Time on April 9, 2025, with responses to be shared within the government project team but held in strict confidence.
The current solicitation does not have a specific small business set-aside, though the market research aims to determine if the contract could be set aside for small businesses or other socio-economic programs. The contract is classified under NAICS code 541940 for Veterinary Services, with a small business size standard of $10 million. The contract structure includes a base year from the date of award through August 31, 2026, with four additional one-year option periods that could extend the contract through August 31, 2030. The contractor must be AAALAC-International accredited and capable of providing comprehensive test results, technical support, and pathologist consultations. The testing program supports over 100 Principal Investigators and is critical for maintaining the health and reliability of research animal colonies at the VA Portland Health Care System.
