About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center - Frederick is procuring a critical spare circuit breaker to support the Austin Information Technology Center's mission-critical power systems. The specific requirement is for a MasterPact Draw out Circuit Breaker with detailed technical specifications, including Part No. YA8JHR63A3HPBBXXCAT, Model No. NW32L1, 3-Pole configuration with 3200A frame rating. These micro-controlled, automatically operating, large amperage circuit breakers are considered the most sophisticated and reliable safety protection devices in the industry, designed to protect connected equipment in computer-controlled Generator Paralleling Switchgear systems that must safely switch between utility and generator power. The contract will be awarded using a lowest price technically acceptable evaluation methodology, with a firm-fixed-price contract structure. The solicitation includes requirements for NETA ATS/MTS Certification testing, which can be conducted either at the vendor's facility or at the VA AITC Data Center facility. Questions were due by July 30, 2025, and quotes are due by August 7, 2025, at 10:00 AM EDT.

This procurement is designated as a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to qualified SDVOSB contractors. The solicitation does not identify any incumbent contractors or previous suppliers for this specific spare circuit breaker requirement. While no specific contract value or budget range is disclosed in the available documentation, the procurement involves a single critical spare circuit breaker unit with highly specialized technical specifications. The contract performance period runs from September 1, 2025, through December 1, 2025, providing a three-month window for delivery and installation activities. The place of performance is Frederick, Maryland, though the circuit breaker will ultimately support the Austin Information Technology Center's data center operations in Texas. The procurement incorporates Schneider Electric's Standard Terms and Conditions of Sale, suggesting potential alignment with that manufacturer's product specifications and commercial practices.
