About this opportunity
The Department of Transportation's Federal Aviation Administration (FAA) is seeking a contractor to develop AIT Tools for Logistics Alignment at Scale (ATLAS), an integrated web and mobile-accessible application suite that will consolidate multiple legacy systems for planning, tracking, and executing mission-critical activities. The solicitation requires an Atlassian Platinum Partnership with specific specializations in Public Sector, Information Technology Service Management, and Agile at Scale, along with Atlassian Certified Associate and Professional credentials. Contractors must use agile development principles and the Agency's Horizon DevSecOps toolchain, with an initial focus on user research and identity/access management. Proposal submissions are due by December 12, 2024, with questions accepted until December 2, 2024. The development process will consist of 2-week sprint cycles, emphasizing collaborative and iterative communication between the Agency and the selected contractor.
The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with a $15,000 minimum obligation and a base period from January 1, 2025 to December 31, 2025, with one optional extension year through December 31, 2026. Performance will take place within the United States, specifically targeting the FAA's Product Services Group. The total estimated contract cost is approximately $29,556, including travel expenses, and will involve multiple key personnel roles such as a Product Owner, Technical Lead, and Atlassian Certified Professional and Associate Engineers. The project will span an estimated 33 iterations, with 25 in the base year and 8 in the optional year. No specific set-aside designations are noted, and the contract falls under the NAICS category of Computer Systems Design Services (541512) and the PSC category of IT and Telecom Application Development Software.
