About this file

This is a Questions and Answers document for the AIT Tools for Logistics Alignment at Scale (ATLAS) solicitation (Notice ID 6973GH-25-R-00011) from the Department of Transportation/Federal Aviation Administration. The document clarifies that this is a new system build from the ground up, not a license or maintenance renewal, with a base period of January 1 - December 31, 2025 and one option year in 2026.

Key details include: all Atlassian applications will be data center-based (cloud is not FedRAMP authorized); data migration volume is less than 1000MB; this is primarily a program, project, and financial management solution using Jira Service Desk for help desk functions; internal teams are trained on Atlassian products but end users are not; training will be web-based with recordings stored in Confluence (no FAA LMS integration required); and development will be flexible across Program Increments (PIs) rather than constrained to specific stages. The financial aspects involve daily transaction tracking under a franchise fund agreement, with monthly accrual and quarterly/annual reporting requirements. The agency will maintain ownership and prioritization of the product backlog, though development acceleration opportunities can be assessed collaboratively.

Questions and Answers AIT Tools for Logistics Alignment at Scale (ATLAS)

Notice ID 6973GH-25-R-00011

Question #1: Government POC (Name, Email and Phone);

Answer: Per the SIR, Jason Perry @ jason.m.perry@faa.gov

Question #2: Government Agency and Program or Project;

Answer: Department of Transportation/Federal Aviation Administration / AIT Tools for Logistics Alignment at Scale (ATLAS);

Question #3: Is this a new license or a maintenance renewal

Answer: Neither. Licenses are specifically excluded from the Scope.

Question #4: If this is a renewal, the applicable Support Entitlement Number(s) and Technical Point of Contact E-Mail;

Answer: This is not a renewal. Technical Point of Contact will be provided to the awardee.

Question #5: Term Length;

Answer: Per the SIR, the anticipated dates are …

BASE YEAR: 01 JANUARY 2025 - 31 DECEMBER 2025

OPTION YEAR I: 01 JANUARY 2026 - 31 DECEMBER 2026

Question #6: Product Description and Quantity: Data Center/ or Cloud?;

Answer: Please see Statement of Objective Section VIII System Environment for additional details about the System Environment and Tech Stack. There is no quantity, as licensing is excluded from the Scope.

Question #7: Have all teams been formally trained?

Answer: Internal development team has been fully trained in use of and configuration of Atlassian products. End users have not been trained in use of Atlassian products.

Question #8: Are all Atlassian applications and configuration for Data Center? Are any Atlassian cloud environments in scope?

Answer: Yes, all Atlassian applications and extensions will be data center. Atlassian Cloud is not FedRAMP authorized and therefore not approved for use in this effort.

Question #9: Are any processes currently being managed within the ATLAS system, or is the SOW to build the system from the ground up?

Answer: The SOW is to build the system from the ground up in the system environment utilizing the approved technical stack.

Question #10: Can an infrastructure diagram of the current Agency Horizon DevSecOps toolchain be provided?

Answer: Related infrastructure diagrams can be provided to the awarded firm after selection.

Question #11: Section E. Data

a. What is the current volume of data that the Agency has identified as required to migrate into the ATLAS system?

Answer: Less than 1000 MB

Question #12: What tools are being used to manage ITSM assets currently? Will data also need to be migrated, and if so - what is the expected volume?

Answer: This is not an ITSM asset management solution. This is primarily a program, project, and financial management solution. Jira Service Desk will serve as a help desk for tasks and processes related to program, project, and financial management.

Question #13: For PI-1 - Financial Planning & Tracking -

a. Are standard (permitted) budgetary deviations already documented?

b. How frequently is incremental budgetary tracking desired? Per Sprint? Per PI, Per Fiscal Quarter? We assume assume Annual is standard based on PAR.

c. How much, if any historical financial information would need to be migrated from UTBS and/or Checkbook?

i. Will this decision be based on findings from the discovery portion of PI-1?

d. By what method is capacity & resource management conducted?

i. FTE/ member hours

ii. Points/team member

iii. Team Velocity

1. If by Velocity is the predicable velocity of all Teams / Programs known?

2. Is the cost per point known by team?

a. Is there a standard deviation by contract built in?

b. If not, should this be part of the effort to enable better financial predicability & performance?

e. Does the FAA require nonsynchronous work in/across the PIs?

i. For example - PI2 Procurement actions & Financial Registers - likely will have overlap & concurrency with the PI-1.

Answer:

a) All processes to be incorporated into ATLAS have been documented with flow charts, outcome statements, and performance metrics. That documentation will be shared with the awarded vendor after selection. Permitted budget variations are constrained by both Franchise Fund policy and Interagency customer policy and are documented for development reference. That documentation will be shared with the awarded vendor after selection.

b) AJW-L500 operates under a franchise fund agreement. Financial transactions occur daily and must be tracked throughout the month and include pass through on acquisitions, as well as labor-generated revenue. Revenue is accrued monthly and reported up through the organization for quarterly and annual reporting. Additional details will be provided to the awarded vendor during P1. Detailed decisions regarding migration of data will be made during P1.

c) Migration of data from other systems of record is limited to the current agency fiscal year and does not exceed 100 MB per system of record.

d) Capacity is primarily calculated using man-hours; a handful of teams use points/sizing and velocity internal to their teams, but retain man-hours-driven capacity planning for roll up into the group at large.

e) The agency anticipates that there will be overlap within and between PIs. For example, the majority of features that belong to an epic primarily centered in PI1 may extend into PI2 for delivery.

Question #14: Will the contract requirements be constrained to specified PI’s as “stagegate” type activities or will their be flexibility to accelerate development/delivery activities if deemed to be approapriate, feasible and impactful to do so by the APO and PO?

a. e.g. During discovery in PI-1 the PO/TL discovery a “low-hanging fruit” that would be a quick deliverable and provide relief from a current pain point on Corrective Maintenance(CM) capacity, scheduled for PI 4. If agreed could this change be accelerated to implement prior to PI-4.

Answer: Requirements will not be constrained to specific PIs. There is flexibility to assess opportunities for acceleration of development and delivery. Assessing those opportunities will be collaborative. However, ownership and prioritization of product backlog will reside to the Agency Product Owner.

Question #15: Regarding Training. Is the desired end state to be:

a. In Person/live training delivery

b. On-Demand hosted on the FAA LMS?

c. Printed Desk procedures?

d. Self-Guided activity based? (would require the use of the FAA LMS, for development and delivery.)

e. All of the above? What combination of above?

Answer: Web-based live training is acceptable. In-person not required. Recordings of trainings may be stored in Confluence for future use. No integration with the FAA LMS (eLMS) is planned or required at this time.
