About this opportunity
The Department of the Navy Naval Supply Systems Command has issued a Special Notice for the AirX Miniaturization and Prototype Development contract opportunity, posted on March 19, 2026, with a proposal due date of April 5, 2026. This is a sole-source procurement with the Naval Medical Research Command (NMRC) seeking to advance the Drager AviAir system, a flight-certified, in-mask physiological monitoring solution originally developed under a Cooperative Research and Development Agreement with Naval Air Systems Command. The procurement is classified under NAICS 339112 (Surgical and Medical Instrument Manufacturing) and PSC 3590 (Miscellaneous Service and Trade Equipment). The justification for sole-source acquisition cites the proprietary nature of the AviAir technology and Drager's exclusive position as the sole provider of this commercially unavailable system, supported by patents US 12292429 B2 and US12478808 B2.
The primary objective is to modify and miniaturize the Drager AviAir while maintaining or improving current sensing capabilities and incorporating additional functionality, including inhalation and exhalation flow sensing through computational modeling, prototyping, laboratory testing, and field trials. The modified AviAir V2 system is intended for integration into the Navy Operator State Monitoring (OSM) system and the Air Force Integrated Cockpit Sensing (ICS) system, with modifications driven by outcomes from System-to-Flight and airworthiness testing. Since this is a sole-source procurement, only Drager is eligible to participate as the contractor. The Contracting Officer will establish fair and reasonable pricing through price analysis prior to award, with the expectation of a negotiated contract price that reflects a discount from the vendor's commercial pricing. Interested parties should contact the Material Management Department at NMRC for additional information at usn.detrick.nmrc.mbx.mmd-contracts@health.mil.
Notice text
Modification of the Dräger AviAir in a smaller version such that it maintains or improves upon current sensing capabilities while improving performance and incorporating additional sensing capabilities. These changes are to be made to address the outcomes of StF and airworthiness testing and to prepare the AviAir V2 for inclusion in the Navy Operator State Monitoring (OSM) system as well as the Air Force Integrated Cockpit Sensing (ICS) system.
