About this opportunity
The U.S. Department of Transportation Office of Aviation Analysis (OAA) is seeking a contractor to develop and provide an Airline Analysis and Scheduling Solution via a web-based application that will support aviation policy analysis, merger evaluations, and route selection proceedings. The solution must provide global origination-destination data, fare data by service class, airline schedule information dating back to at least 2005, fleet information with capacity and cabin configuration details, and advanced booking data, with weekly updates for schedules and monthly updates for demand and fare files. The platform must support a minimum of 10 concurrent users with 24/7 accessibility, robust custom and pre-defined reporting capabilities, and comprehensive customer support services including three days of annual user training. Evaluation criteria in descending order of importance are technical capability and approach with data frequency and comprehensiveness, presentation and demonstration of capabilities, web-based application functionality, past performance (requiring a minimum of eight years of experience with relevant project references), and price. Key deadlines include a question submission deadline of February 13, 2026, at 9:00 AM EST, mandatory demonstrations by March 2, 2026, and a revised proposal submission deadline of March 30, 2026, at 10:00 AM EST.
This is a full and open competition with no set-aside designations, and the incumbent contractor is Sabre under contract number 693JK421C600002 with a current contract value of approximately $640,000. The anticipated award will be a single Firm Fixed Price commercial item contract classified under NAICS code 541511 (Custom Computer Programming Services) with a small business size standard of $34.0 million, consisting of one base year from May 1, 2026, through April 30, 2027, plus four optional one-year periods for a total contract period of five years. The place of performance is Washington, DC 20590, though the contractor must provide virtual training capability via Microsoft Teams or Zoom with 90-day advance notice. Proposals should not exceed 75 pages for the technical volume (excluding resumes and table of contents) and must address data sources and methodologies, AI integration plans with guardrails against hallucinated analysis, comprehensive UI functionality descriptions, and user interface customization capabilities. As of the most recent amendment issued March 10, 2026, the solicitation has expanded to require standalone pricing for raw data provision decoupled from software or AI applications to enable DOT to evaluate modular procurement options.
