About this file

This is a Commercial Solutions Opening (CSO) solicitation issued by the Air Force Operational Energy Office (SAF/IE) seeking innovative concepts for airlift efficiencies. The CSO (FA4452-25-S-C001) is hosted by the 763rd Enterprise Sourcing Squadron at Scott AFB and will remain open until February 26, 2026, with submissions accepted only following specific Area of Interest (AOI) due dates.

Selected companies will then be invited to submit detailed technical and pricing approaches in Step Two. The CSO anticipates Firm-Fixed Price contract awards or Other Transaction Agreements. Foreign participation is prohibited at the prime level. The first AOI focuses on Blended Wing Body and C-17 Propulsion, though specific details are provided in a separate attachment. All submissions must be unclassified, and small businesses are encouraged to participate. The contracting points of contact are Lisa Pendragon (Contracting Officer) and Captain Madison Tikalsky (Contract Specialist).
