About this opportunity

This Special Notice announces the Department of the Army Materiel Command Mission and Installation Contracting Command's intent to award a sole-source contract for airfield lighting control and monitoring system repair and maintenance services at Fort Liberty, North Carolina. The contractor will maintain and ensure operational readiness of the airfield lighting control computer systems and proprietary software installed by ADB Safegate Americas LLC.

The purpose of this Special Notice is to fulfill synopsis requirements under the Federal Acquisition Regulation prior to awarding a sole-source contract to ADB Safegate Americas LLC. The contract will have a one-year base period of performance starting April 15, 2024, with four optional one-year renewal periods. Through prior market research, it was determined that ADB Safegate is the only company capable of providing maintenance and repair services for the proprietary software and specialized equipment installed at Fort Liberty. This Special Notice initiates a 15-day waiting period to determine if a competitive procurement is feasible, otherwise the sole-source award to ADB Safegate will proceed as outlined in the performance work statement and special notice documents attached.

Notice text

This is a change to the previous Sources Sought Synopsis (PANMCC23P0000014574).  The notice is changed to a Special Notice ONLY for an anticipated procurement of Maintenance and Repair Services for an Airfield Lighting Monitoring Control System at Fort Liberty, NC. The tentative dates for the requirement were also updated within the PWS draft. Please read the Description below an see all attachments.

This notice announces the intent by Mission Installation Contracting Command (MICC) Fort Liberty in support of the Department of Public Works (DPW) to procure Airfield Lighting Control and Monitoring Systems (ALCMS) repairs and maintenance services without competition as prescribed in FAR 13.501(a)(1)(ii).

The proposed contract will facilitate the computer Airfield Lighting Control and Monitoring Systems (ALCMS) repairs and maintenance services. The computer for the ALCMS is the interface between the air traffic control tower and the airport lighting systems located at Pope Army Airfield, NC.

It is essential that the system be reliable, and that the system be simple to maintain by airport personnel. The contractor shall maintain and keep the new Airfield Lighting Monitoring Control System current and in good working order. It is important that the contractor shall use only like equipment that the contractor has installed since the equipment upgrade. The Contractor shall be responsible for servicing, updating, repairing, and providing technical assistance as necessary to ensure operational readiness and compliance with applicable airfield regulations. Contractor shall provide semi-annual routine maintenance services that permit the
early detection and correction of items that, if deficient or defective, would interfere with normal operations for the Airfield Lighting Monitoring Control System's equipment listed. Maintenance work shall include comprehensive operational inspection, updates, and adjustments to ensure the satisfactory functioning of computer software programs, communication systems, switch panels, power
systems and computer hardware components.

Through market research and historical information, it was discovered that it would be necessary to utilize ADB Safegate Americas LLC, for maintenance and repair of the existing ALMCS equipment and software. An ADB Safegate regional sales manager, stated in a March 1, 2022 email that the software in its ALMCS systems is proprietary. Additionally, previous market research has been found that there are no small or large companies can provide this service.

DPW’s current plan is to procure a maintenance and service repairs contract that will ensure continuous operation of the computer systems. The ALMCS is designed to revert to a fail-safe mode upon computer failure, communications failure, or loss of power. Under fail-safe conditions, airport lighting equipment that is operating at the time of failure shall continue to work at the same intensity level. This action shall allow DPW to improve airfields maintenance. The Contractor shall provide all labor, service and repair parts, components, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to perform the required maintenance and repair of the airfield lighting control systems, as defined in this Performance Work Statement (PWS), except for those items specified as Government furnished property and services or acts of God, which will be procured through an alternate method.

This announcement fulfills the synopsis requirements under FA 5.203(a). MICC-Fort Liberty intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement.
