About this opportunity
The Department of the Air Force Air Combat Command anticipates issuing a five-year IDIQ solicitation for airfield civil works at Tyndall Air Force Base, with a pre-solicitation notice response date of August 26, 2026. This is a 100% small business set-aside (NAICS 237310, PSC Z2BD) with a small business size standard of $45 million.
The contract scope encompasses demolition, repair, and new construction of heavy-load airfield pavements—Portland Cement Concrete, Hot Mix Asphalt, and interlocking pavers—along with associated civil infrastructure work including earthwork, subgrade preparation, and grading. Work will be performed on the active airfield at Tyndall AFB. Specific requirements and quantities will be established via individual task orders during the five-year ordering period (base year plus four option years).
The contractor must demonstrate proven capability to execute complex construction phasing that minimizes operational downtime for active runways and taxiways while operating within a highly restricted, active military flightline environment. Key operational requirements include maintaining rigorous flightline safety protocols, comprehensive Foreign Object Debris (FOD) prevention, and dynamic coordination with Air Traffic Control and Airfield Management.
