About this opportunity

The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) has published a Special Notice regarding aircraft weight and balance/performance services and support for three JPATS-owned Boeing B737 series aircraft. The agency intends to negotiate and award a sole source contract under FAR Part 13 authority to Aerodata, Inc., located in Scottsdale, Arizona. Based on market research conducted with government and industry personnel, USMS has determined that Aerodata is the only source reasonably available with the unique capabilities required to satisfy the agency's needs. The contract period of performance would run from October 1, 2025 through September 30, 2026. This procurement falls under NAICS code 488190 for Other Support Activities for Air Transportation.

The purpose of this Special Notice is purely informational, as it announces the agency's intent to proceed with a sole source procurement rather than seeking competitive proposals. Interested parties have until 1:00 PM CST on September 18, 2025 to submit written information via email to the designated Contracting Officer, with no phone calls accepted. The notice explicitly states that no award will be made based on unsolicited quotations or offers received in response to this announcement. Since this is a sole source procurement, only Aerodata, Inc. is eligible to receive the contract award, as they have been identified as having unique capabilities that cannot be obtained from other sources. The government will not reimburse any costs incurred by parties responding to this notice, and responses must be submitted within fifteen days of the notice's publication date.
