1. Technical - The offer shall provide supporting documentation to demonstrate the following:

The offer shall be evaluated to determine the level of confidence provided the Government with respect to the offeror's methodology and approach in successfully meeting and/or exceeding the requirements in a timely manner.

b. Project Management and Manning Plan  –The offeror shall provide a detailed plan on managing the contract. Offers will provide a staffing plan detailing the number of existing employees and/or hiring methodology. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

      (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-2 Evaluation-Commercial Items (Oct 2014)

      (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical - The offer shall provide supporting documentation to demonstrate the following:

a.  Understanding of Required Work and Reporting Requirements  – The offeror shall provide in their offer sufficient information to demonstrate their clear understanding of all requirements involved in providing aircraft wash services as well as any reports or required documentation required by the Government. The offeror shall provide a written description of how work is to be performed. Familiarity with and understanding/complying with Air Force Technical Orders.  The plan shall also detail what services are to be provided by the prime contractor and any subcontractors. The offer shall be evaluated to determine the extent to which the proposed approach is workable and the end results achievable.

The name and experience of the project manager.  The offeror shall also include a description of any technical training that will be provided to new or existing employees to ensure they are adequately prepared to provide services under the contract.. Offers will be evaluated to determine the extent to which the offeror demonstrates their clear understanding of these requirements.

2. Past Performance - The offeror shall provide two references which shall be for recent work performed (within past 3 years) and shall be relevant to the scope and magnitude of the solicitation requirements.

For references, offerors shall list the following:

      (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

(2). Period of performance of contract

(3). Brief description of contract/project scope and dollar value

Technical and past performance, when combined, are significantly more important than cost or price.

      (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

Technical and past performance, when combined, are significantly more important than cost or price.

      (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
