About this opportunity
The General Services Administration (GSA) Federal Acquisition Service has issued a Request for Information (RFI) seeking industry capabilities for supporting aircraft sales-related activities within its Personal Property Program. The RFI focuses on obtaining contractor support for aircraft marketing, fair market value valuation services, and logistical support including aircraft movement, storage, inspection facilitation, and related services. GSA aims to efficiently dispose of excess and surplus federal property, particularly aircraft ranging from small personal planes to potentially regional airliners and helicopters. The RFI emphasizes the need for competitive sales processes that ensure full and open competition, with only warranted Sales Contracting Officers able to conduct sales and award contracts. Responses to this RFI are due by December 9, 2024, with the agency potentially holding informational sessions with respondents after reviewing submissions.
This RFI does not constitute a formal solicitation and carries no set-aside designation, indicating it is open to all qualified contractors in the aircraft services sector. The NAICS code 488190 (Other Support Activities for Air Transportation) suggests the broad scope of potential services sought. While no specific award value or budget range is currently disclosed, the RFI implies a comprehensive program for managing federal aircraft assets. The government is seeking contractors with specific qualifications such as having qualified pilots, secure hangar space, and maintenance capabilities. The RFI is part of GSA's ongoing efforts to streamline the disposal of government assets, with the ultimate goal of achieving maximum value and efficiency in the sales process for federal aircraft inventory.

**Amendment 0001 is being issued on: 11/27/2024. Amendment 0001 provides Government responses to the Q&A**
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever.
The Federal Government purchases billions of supplies, materials and personal property annually and must efficiently dispose of unneeded personal property on a continuous basis. The Personal Property Program within GSA oversees the reuse, donation and sale of Federal personal property in an effective and efficient manner. Federal customers utilize the PPM to dispose of their excess/surplus property as well as exchange/sale, seized/forfeited and others.
The sale of government assets must be conducted competitively in a manner that ensures full and open competition. Additionally, only warranted Sales Contracting Officers may conduct sales and award sales contracts to buyers. GSA is seeking the capabilities of industry to support certain sales-related activities.
It is anticipated any potential solicitation would require contractor support to achieve aircraft marketing and fair market value valuation services. Additionally, logistical services including aircraft movement, storage, facilitation of inspection, and other may be required.
